حقوق شهروندی و جایگاه آن در اسلام

چکیده
حقوق شهروندی اصطلاحی است که چند سال گذشته در ادبیات حقوق سیاسی کشورمان بسیار رواج یافته و در محافل دانشگاهی، میان روشنفکران و صاحبان قلم و اندیشه رونق بسیار پیدا کرده است. در تعریف حقوق شهروندی می گوییم مجموعه حقوقی است که در جوامع مختلف و در قوانین مربوطه برای افراد ساکن یک شهر و یک کشور در نظر گرفته شده و در چهار چوب حقوق بشر قرار می گیرد و در واقع همان حقوق بشری است که اتباع یک کشور مطابق قانون برخوردارند، در حقوق شهروندی، شهروند به عنوان انسان متمدن در اولویت قرار دارد. بدیهی است تحقق این مسأله مانند حقوق بشر بستگی به رویکرد مسئولان و متصدیان حکومتی اعم از شهری و یا کشوری دارد. نتایج حاصله از یافته های این تحقیق بیانگر آن است که در دین مبین اسلام نه تنها به حقوق شهروندی کم توجهی نشده بلکه برای آن اهمیت زیادی قایل شده و پیامبر اکرم و امامان معصوم به دفعات به آن اشاره کرده و برای آن ها از اهمیت خاصی برخوردار بوده اند.Citizenship rights and its place in Islam
Citizenship rights are a current term in political rights literature few last years and have flourished among the sage and the literality in universities. We say citizenship definition is a set of rights take into consideration among different societies and related laws for people are living a city and a country and are in the human rights framework; in fact is that human rights which according to the law are possessed the country’s citizenship. A citizen, in citizenship rights, is prior as a civilized human being. Obviously its realization, as human rights, depends on officials and governmental people in charge performance either the city or the country. The finding result in this research express Islam doubtless religion not only pays attention to citizenship rights but also attaches much importance and Holy Prophet and innocent Imams point to many times and possess special importance to them.
