Planning Experience and Cultural Planning Model in Development Programs in Islamic Republic of Iran
Development planning in any country has been done with the aim of disciplining and directing the development process. Its main purpose is to accelerate the development movement in all dimention in the country. After the Islamic Revolution, in addition to the demand for development, another request was also raised at the same time and perhaps more powerfully: promotion and reform of the cultural system of the country in the religious values framework. Attention to the cultural factor and the use of the country's cultural power and capacity in the development process has been a constant part of development programs. This article aims to answer the questions: How has this dual and two dimensional demand been realized in the cultural planning system? Is it possible to advance these two policies simultaneously in the form of a program? How are the possible conflicts of these two demands resolved? Can such a cultural planning be used in development program? , A Combination of documentary-library method and qualitative content analysis method has been used to answer these questions. Also, an attempt has been made to use the tacit and empirical knowledge of development planning and the experience of cultural planning in development programs in Iranian society after the Islamic Revolution. It has been selected as the basis for answering questions. Findings show that multidimensional cultural planning in development programs include: cultural examples, programmatic approach, cultural realm, cultural goals, and program tools. Results also show that in cultural development planning model, cultural examples governing development programs, simultaneous cultural developmentalism and excellence, Policy- making model of problem-oriented model centered on the government instead of orientation model with government supervision, is a normative perception of culture that based on five goals: reform of education system, reform of public culture, reform of consumption pattern, population control and social and economic participation of women.
