تحلیل و بررسی علت گسترش مناطق حاشیه نشین شهرستان زابل و برنامه ریزی منطقه ای (بومی) مبتنی بر مهار معضل

چکیده
شهر زابل با توجه به گسترشی که دارد با پدیده حاشیه نشینی مواجهه است. علت گسترش حاشیه نشینی افزایش امکانات رفاه در شهر، رهایی نیروی کاراز بخش کشاورزی، دامداری، خشک شدن رودخانه هیرمند و تالاب هامون ، بسته شدن مرز وعدم رونق توسعه بازارچه های مرزی در روستاها و بیکاری آن ها به علت نبود نگاه مثبت اقتصادی از سوی خط مشی گذاران به روستاهای سیستان باعث شده تا توازن شهر و روستا از بین برود که منجر به مهاجرت به شهر شده و همچنین فقر، بیکاری، ارزانی ملک اجاره بها زمین در مناطق حاشیه و نبود فضای سبز در مناطق اصلی شهر نیز به شکل گیری مشکلات فراوانی ازجمله اسکان غیررسمی منجر گردیده است. از این رو این پژوهش در پاسخ به این سوال انجام پذیرفت که علت گسترش مناطق حاشیه نشین شهرستان زابل و برنامه ریزی منطقه ای مبتنی بر مهار معضل کدامند؟ پژوهش به روش کیفی، مبتنی بر تحلیل تم و ابزار اطلاعات مورد نیاز این پژوهش بررسی ادبیات و مبانی نظری تحقیق ، اسناد و مدارک ،مشاهدات میدانی و مطالعات اکتشافی نگارنده و مصاحبه نیمه ساختار یافته با 20 نفر ازنخبگان درباره ی جامعیت دسته بندی شاخص ها انج ام گرفت پس از انجام تجزیه و تحلیل داده ها تم های اقتصادی و محیطی و عدم سیاست گذاری صحیح توسعه روستایی منطقه سیستان به عنوان علت گسترش مناطق حاشیه نشین شهرستان زابل و پیشگیری در مبدا (روستاهای منطقه سیستان ) و پیشگیری در مقصد (شهرستان زابل) به عنوان برنامه ریزی منطقه ای مبتنی بر مهار گسترش حاشیه نشینی مورد شناسایی و بحث قرار گرفتندAnalysis and study of the causes of the expansion of suburban areas of Zabol city and regional (indigenous) planning based on problem control
Due to its size, the city of Zabul is facing the phenomenon of marginalization. The reason for the spread of marginalization is the increase of welfare facilities in the city, the release of agricultural, livestock, drying of the Helmand River and Hamoon Wetland, the closure of the border and the lack of development of border markets in villages and their unemployment due to lack of positive economic view by policy makers. Sistan has upset the balance between the city and the countryside, which has led to migration to the city, as well as poverty, unemployment, cheap property, rent, land in the suburbs and the lack of green space in the main areas of the city has led to many problems, including informal housing. . Therefore, this study was conducted in response to the question, what are the reasons for the expansion of suburban areas of Zabol city and regional planning based on problem control? Qualitative research, based on theme analysis and information tools required for this research. Literature review and theoretical foundations of research, documents, field observations and exploratory studies of the author and semi-structured interviews with 20 elites about the comprehensiveness of the classification of indicators. After analyzing the data, economic and environmental themes and lack of proper rural development policy in Sistan region as the cause of the expansion of suburban areas of Zabol city and prevention at the origin (villages of Sistan region) and prevention at the destination (Zabol city) to The titles of regional planning based on curbing the spread of marginalization were identified and discussed
