Abstract: The aim of this study was to determine the capabilities of the electronic platform of webinars in digital media education in the educational system. The present study is a quasi-experimental study and the sampling method was census. The statistical population includes 60 associate degree students in the Department of Electrical and Computer Engineering, Khorramabad Boys and Girls Technical and Vocational University, who participated in a digital media training seminar in the second semester of the academic year 2020-2021. The duration of the seminar was 240 minutes. In this online seminar, 30 students had a personal computer system. All students were fully acquainted with the method of e-learning. Students who had a personal computer system installed InDesign software at the same time as the instructor. Then, they learned the complete InDesign software training according to the InDesign software training topics, and then the instructor taught digital media. At the end of the seminar, the instructor gave the same task to all the students and the students who had a personal computer system at the time of the seminar were asked to send the homework to the instructor's e-mail. According to the review of assignments sent by students to the teacher, among students who had a personal computer system, the level of access to educational objectives in 80% of cases was complete, 15% moderate and 5% poor. The content adequacy of educational materials was mentioned in 85% of cases as complete, 10% as moderate and 5% as poor.

In the contemporary day, where digital technologies profoundly impact all facets of human existence, effective policymaking in digital media is crucial. Considering the substantial influence of these media on public opinion, political and social communications, as well as their profound effects on cultural and economic aspects of societies, the imperative for a meticulous and exhaustive assessment of the policies implemented in this area is more evident. Given the intricate and multifaceted characteristics of digital media policymaking, the application of soft operational research methodologies can provide more thorough and agreeable outcomes. This research investigates the methodologies of soft systems and cognitive mapping as analytical instruments for assessing digital media policymaking. This methodology enables the identification of current concerns and issues, while also assessing capacities and potential for enhancement, thereby offering a thorough and pragmatic framework for effective policymaking in this domain. The data necessary for constructing the conceptual model of this research were obtained by examining prior studies and conducting comprehensive interviews with experts and specialists in digital media. In analyzing the present condition of the media and communication sector, a significant observation, akin to various social and cultural domains, is the occurrence of cultural lag, wherein the rapid progression of communication technologies has surpassed the capacity of society and policymakers to adjust and formulate suitable content strategies. This research indicates that modifications in the "content" domain are crucial for effective policymaking in digital media.

This research explores political and media silence as a strategic communication device in political speeches, media interviews, and online media, using a multi-dimensional research methodology involving discourse analysis, acoustic recordings, and perception surveys. Through discourse analysis of a large dataset including 300 hours of political speeches, 200 media interviews, and 50 hours of online media, the research maps silence as a strong, convincing, and ideological device. Political speeches use longer but less frequent pauses for rhetorical effect while media interviews use shorter but more frequent silences in an attempt to evade uncomfortable questions. Silence in new media is found as a means of algorithmic manipulation. Surveys in six countries show large differences in how silence is understood; American respondents identify it as strategic while Japanese respondents consider it evasive or cheating. Hiding behind conventional linguistic theories assuming silence is a communicative absence, this research posits instead that silence is an active and discourse-dependent discourse device. Implications in media literacy and internet governance are also outlined with a call for greater openness in algorithmic modulations and a rhetorical awareness of silence.
