Investigating the relationship between privatization and information efficiency, regime switch and structural failure in the Iranian economy(مقاله علمی وزارت علوم)

Increased government revenues and improved economic efficiency are the main goals of implementing privatization and regime switch in Iran. Information efficiency in the capital market can also be considered as a milestone for increased government revenues and improved economic efficiency. In this study, according to the results of regime switching GARCH models, it is determined that stock returns have had different regimes during the study period (2000-2015). According to the results of the estimation of the three-regime GARCH model, the most important events of the Article 44 of the Constitution in the direction of privatization in Iran's economy and its implementation during the study period have been effective in switching the regimes of the fluctuating process of efficiency. Market risk has also been identified as a factor affecting regime switching in the stock return process, which is due to the behavior of stockholders in low-fluctuation regimes compared to high-fluctuation regimes and liquidity. Also, according to the Kalman filter model, poor performance has been established in Tehran Stock Exchange, which indicates that privatization policy has been effective in improving the efficiency of this marketplace. Using the technique related to the detection of structural failure in the liquidity variable as one of the signs of the stock market depth, the failure of this series was detected by virtue of the implementation of privatization, and it was discovered that privatization increased market liquidity as one of the principles of market development.

An investigating of the impacts of external and internal organizational factors of the privatization process on the management accounting practices and its impact on the financial performance of companies (Evidence from Iran)(مقاله علمی وزارت علوم)

The purpose of this study is to investigate the impacts of external and internal organizational factors of the privatization process on the management accounting practices and the impact of these changes on the financial performance of listed companies on Tehran Stock Exchange that more than 51% of the companies' shares have been transferred to the private sector. This research, based on institutional and structural theories, provides an exhaustive explanation of management accounting practices changes by considering the conflict of the internal and external factors and the role of the human factor in the privatization process. In this study, according to the general policies of Article 44, to increase competitive advantage, management accounting has been used as a mediating variable in the relationship between privatization and financial performance. To this research, 60 companies which their ownership transferred to the private sector during the period from 2002 to 2018 were investigated. To collect data, questionnaire survey and companies financial statements were adopted and to test the hypothesis Structural equation modeling using Smart PLS software. The findings of the study show that external and internal organizational factors in the privatization process, have a significant impact on the management accounting practices that these changes effects on the financial performance of companies. The result is that in the privatization process, the external and internal organizational factors and contradiction of the incompatibility of these factors with the human factor provide the conditions for management accounting practices changes that effect on the financial performance of companies. The results of the current study could be useful for the effectiveness of management accounting changes and their impact on the financial performance of companies in the integration and acquisition process in developing countries.

Privatization in the Banking System and its Impact on the Profitability Indices(مقاله علمی وزارت علوم)

Privatization which refers to the transition of ownership and management of state-owned enterprises to the private sector, is one of the main drivers of economic prosperity. In this paper, the performance of the state, private, and privatized banks have been compared through examining the effects of privatization in the banking system on its performance. The data from 11 banks during the 13-years period (2005-2017) has been used in this research. Due to the time of major privatization (2009) and the imposition of restrictions on the banking system in the form of sanctions, two dummy variables are used to distinguish their effects. To this purpose, panel regression, parametric and non-parametric tests have been used that have all the same results. The results of panel regression model which is used to examine the effects of privatization on the profitability of the entire banking system showed that privatization has had a positive and significant effect on the performance of banks in terms of profitability. In the first step, parametric and non-parametric tests have been used with the aim of comparing the performance of privatized banks with that of private and state banks in the period before and after privatization; then, these tests were used with the aim of comparing the performance of privatized banks in the period before and after the privatization. The results showed that there were significant differences in these two periods. In the third step, the performance of privatized banks in the period before and after privatization with state and private banks were compared. The results showed that the performance of privatized banks was only improved compared with state banks and was almost the same as private banks.

The Role of Privatization in the Development of Public Sports Participation(مقاله علمی وزارت علوم)

Sport, and especially public sports, is very important because it increases life expectancy by promoting community health. The purpose of this study was to investigate the role of privatization in the development of participation in public sports in Alborz, Iran. This study was a mixed research (qualitative and quantitative). In the qualitative phase, the participants included 12 university faculty members and public sports administrators. In the quantitative section, 384 people were selected as a statistical sample based on Morgan table. Amiri et al.'s Privatization Questionnaire (2013) and a researcher-developed questionnaire were used to measure the research variables. Confirmatory factor analysis and structural equation modeling were used to test the research hypotheses. The results showed that privatization has a critical role in the development of participation in public sports in Alborz province. Therefore, expansion of the role and position of the private sector is one of the actions that can be taken in this field. It is suggested that sports, health and well-being officials seriously consider privatization in order to facilitate and increase the participation in public sports.

Prerequisites for Transference of Professional Football Clubs in Iran with Emphasis on Economic Requirements(مقاله علمی وزارت علوم)

Transference of professional sports clubs to private sector involves the necessary conditions for private sector activity. Therefore, the aim of this study was to determine the prerequisites for the transference of professional football clubs in Iran with emphasis on economic requirements. Statistical population included all CEOs and members of board of directors from professional football clubs, chairmen of committees and officials of provincial football boards, sports management and economics professors as well as football reporters. The research tool was a valid and reliable researcher-developed questionnaire. Factor analysis and Friedman ranking test were employed to analyze the research data. According to the results, the prerequisites for privatization were categorized in seven factors including cultural, executive, programming, motivational, legal, economic, and structural. Moreover, economic requirements (4.20) were the most important category, followed by executive (4.14), structural (4.04), motivational (4.02), legal (3.99), programming (3.97), and cultural requirements (3.62), respectively. Among the economic requirements, the transparency of financial information from country's football clubs, presence of strong sponsors and the creation of supportive funds for financial guarantee of private sector are in the first to third ranks, respectively. According to the findings the most important priority is to solve the financial problems and revenue generation of the clubs.

Stakeholders’ Attitudes Toward Outsourcing English Education in Iranian Schools(مقاله علمی وزارت علوم)

Despite its role in achieving the frontiers of knowledge and interacting with the international community, English does not have its proper place in the Iranian General Education system, resulting in poor English education in school, hence, students’ poor command of English. This study explores the feasibility of outsourcing English teaching and entrusting this enterprise to the private sector. To this end, a questionnaire was developed from expert interviews to canvass 376 English teachers, students, and parents, as primary stakeholders, across the country. An exploration of respondents’ attitudes toward outsourcing English teaching indicated the agreement of the majority of the respondents with this idea of English education privatization. Moreover, political and ideological perspectives imply that a shift from school to institute is needed if we expect effective communication-based language teaching and learning. This may necessitate a radical reform in the language policy of the country and may even lead to the decentralization of English education due to regional and cultural needs. The study has implications regarding possible fundamental changes in language planning in the formal education system of the country.
