چکیده
نقش سیاست های ملی و منطقه ای در تعدیل و یا تعمیق الگوی نظام شهری و منطقه ای حائز اهمیت است. از مهم ترین سیاست های دولتی و طرح های اجرایی می توان به طرح هایی که توسط ارگان ها و نهادهای متولی در سطوح مختلف اجرا شده است اشاره نمود؛ از جمله این ارگان ها، بنیاد مسکن انقلاب اسلامی بوده است که در سالیان پس از انقلاب در سطح شهرها اقدام به تهیه طرح مجتمع های زیستی و اجرای آن ها از قبیل: طرح مسکن مهر، طرح انبوه سازی مسکن، طرح نهضت ملی مسکن و ... نموده است. در این تحقیق شناسایی و اولویت بندی پیشران های تأثیرگذار طرح های بنیاد مسکن انقلاب اسلامی بر ساختار نظام شهری و منطقه ای در استان یزد مورد بررسی و تحلیل قرار گرفته است. این تحقیق از منظر هدف، کاربردی و از نظ ر میزان کنترل متغیرها و روش گ ردآوری داده ها، ﺗﺤﻠﯿﻠﯽ– توصیفی از نوع پیمایشی می باشد. جمع آوری داده ها در این پژوهش ترکیبی از روش های کتابخانه ای و میدانی است و حجم زیادی از اطلاعات با استفاده از پرسش نامه به دست آمده است. ﺟﺎﻣﻌه آﻣﺎری ایﻦ ﺗﺤﻘیﻖ از خبرگان و متخصصین تشکیل شده است و حجم نمونه با استفاده از روش کوکران به میزان 96 به دست آمد. محقق به دلیل بالابردن کیفیت داده ها، 110 پرسش نامه توزیع نمود که پس از جمع آوری، 103 مورد به محقق برگردانده شد و تجزیه وتحلیل براساس همین تعداد صورت گرفت. داده ها در ای ن پژوه ش با استفاده از روش «SWARA» کرسولین، زاوادسکاس و تورکسیس مورد آزمون قرار گرفت. نتایج نشان داد استفاده طرح های بنیاد از فرآیندهای جهانی شدن مانند: اینترنت اشیا، هوش مصنوعی و داده های بزرگ و ... بر تقویت شهرهای متوسط و کوچک تأثیر داشته و بهره گیری طرح ها از فرآیندهای کالبدی- محیطی باعث تعیین کاربری های مختلف زمین و مشخص کردن مناطق مناسب برای توسعه مسکونی، تجاری و صنعتی در سطح شهرها شده است. از سوی دیگر تهیه و تصویب ضوابط و مقررات در طرح های بنیاد مسکن معمولا بر پایه حقوق شهروندی صورت گرفته و فرآیندهای نهادی و قوانین و مقررات باعث افزایش مشارکت ساکنان یک شهر و محله شده و بهبود کارایی، تخصیص هزینه ها و ارتقای کیفیت زندگی شهروندان را به دنبال داشته است. تأکید بر مؤلفه هایی همچون: تقویت بنیان های اقتصادی شهرهای می انی و کوچ ک، ارتقای نقش قطب های متوسط و کوچ ک صنعتی، تجاری و کانون هایی برای حمل ونقل غیر متمرکز، بازاری ابی و ارائ ه خ دمات م درن اجتماعی و ... در طرح های بنیاد مسکن نیز کمک شایانی به توسعه و گسترش شهرهای متوسط و کوچک در نظام شهری و منطقه ای کرده است.Identifying and Prioritizing the Influential Processes of the Islamic Revolution Housing Foundation Projects on the Structure of the Urban and Regional System in Yazd Province
The role of national and regional policies in adjusting or deepening the urban and regional system pattern is important. Among the most important government policies and executive plans are the plans implemented by the responsible organizations and institutions at different levels. Among these organizations is the Islamic Revolution Housing Foundation, which in the years after the revolution has prepared and implemented plans for living complexes in cities, such as the Mehr Housing Project, the Housing Mass Development Project, the National Housing Movement Project, etc. In this research, the identification and prioritization of the influential drivers of the Islamic Revolution Housing Foundation projects on the structure of the urban and regional system in Yazd Province have been examined and analyzed. This research is applied in terms of its purpose and is a descriptive-analytical survey in terms of the degree of control of variables and the data collection method. Data collection in this study is a combination of library and field methods, and a large amount of information was obtained using a questionnaire. The statistical population of this study consists of experts and specialists, and the sample size was obtained using the Cochran method at 96. The researcher distributed 110 questionnaires to improve the quality of the data, and after collecting 103, they were returned to the researcher, and the analysis was based on this number. The data in this study was tested using the SWARA method of Cresolin, Zavadskas, and Tureksis. The results show that according to the calculations in the Swara algorithm, among the main criteria, the globalization processes criterion with a weight of 0.2462 has won the first place, and the environmental physical processes criterion with a weight of 0.2028 has won the second place, the institutional processes and laws and regulations criterion with a weight of 0.2024 has won the third place, the social and cultural processes with a weight of 0.1813 has won the fourth place, and finally the economic processes with a weight of 0.1674 have won the last place. In general, the policies and plans of the Islamic Revolution Housing Foundation in the field of providing housing and developing infrastructure in rural areas and small towns have been able to have a positive impact on the structure of the urban and regional system in Yazd province.
