چکیده
هدف: پژوهش حاضر با هدف بررسی دلایل، ضرورت و چگونگی ارزیابی از رؤسای دانشگاه های کشور و موانع آن از منظر استادان دانشگاه ها اجرا شده است.روش پژوهش: برای نیل به این هدف، رویکرد کیفی از نوع روش پدیدارشناسی مورد استفاده قرار گرفته است. جامعه آماری پژوهش را رؤسا و استادان دانشگاه ها و متخصصان در حوزه ارزشیابی در سال تحصیلی 1402 - 1401 تشکیل می دادند. نمونه از طریق نمونه گیری هدفمند از نوع افراد کانونی انتخاب شد و با توجه به اشباع نظری 20 نفر انتخاب شدند. در این پژوهش از ابزارهای «مصاحبه نیمه ساختاریافته» و «بررسی اسناد» برای گردآوری داده ها استفاده شده است. پس از بیان هدف های پژوهش و تأکید بر اصل محرمانه بودن؛ مصاحبه با هر یک از مشارکت کنندگان ضبط و مکتوب شد. برای تجزیه وتحلیل داده ها از روش تحلیل مضمون استفاده شده است و جزئیات یافته ها مورد تفسیر قرار گرفت.یافته ها: یافته ها نشان داد از دلایل ارزیابی رؤسای دانشگاه ها در چهار مقوله الزامات حکمرانی در آموزش عالی، تعیین و تحقق رسالت های آموزشی و پژوهشی، تعیین و کنترل فرایندهای توسعه ای و اجرای سیاست های نظارتی است. علاوه بر این، سایر یافته ها نشان دهنده آن بود که مهم ترین موانع ارزیابی رؤسای دانشگاه ها در کشور، نگرانی و دلهره رؤسای دانشگاه ها از بازخورد ذی نفعان، مشکلات اداری و جا نیفتادن فرهنگ نقد و مطالبه است.نتیجه گیری: نتایج به دست آمده از ارزیابی عملکرد رؤسای دانشگاه ها می تواند رؤسا را از عملکرد خودآگاه سازد و به عنوان یک راهبرد مهم در دانشگاه در نظر گرفته شود.The Reasons, Necessity and Method of Evaluating the Presidents of Universities in The Country and Its Obstacles From the perspective of university professors
Objective: The present research was conducted with the aim of investigating reasons, necessity and method of evaluating university presidents in the country and its obstacles from the perspective of university professors.Methods: To achieve this goal, a qualitative approach of the phenomenological method type has been used. The statistical population of the research consisted of university presidents and professors and Experts in the field of evaluation in the academic year of 2022-2023. The sample was selected through purposeful sampling of focal group, and 20 people were selected based on theoretical saturation. In this study,semi-structured interview and document review were used to collect data. After stating the objectives of the research and emphasizing the principles of confidentiality,the interview with each professor was recorded and written. Thematic analysis was used to analyze the data and the details of the findings were interpreted.Results: The results showed that the reasons for evaluating university presidents in four categories of governance requirements in higher education are: determining and fulfilling educational and research missions, determining and controlling development processes, and implementing supervisory policies. In addition, other results indicated that the most important obstacles for evaluating university presidents in the country are the concern and apprehension of the university presidents about the feedback of the stakeholders, administrative problems and the lack of a culture of criticism and demands.Conclusion: The results obtained from evaluating the performance of university presidents can make presidents aware of their performance and can be considered as an important strategy in the university.
