کلاهبرداری و سرقت متأثر از تورم اقتصادی؛ تدابیر و راهکارها (مقاله علمی وزارت علوم)

چکیده
تورم اقتصادی از پدیده های حادث در جوامع بشری است، این رخداد با کاهش ارزش نقدینگی و افزایش قیمت کالاها و خدمات موجب سختی و دشواری زندگی شده و موجب گرایش برخی افراد به ارتکاب جرایم مالی از جمله کلاهبرداری و سرقت می گردد. در این وضعیت تدابیر حاکمیتی برای مقابله با این جرایم اهمیت می یابد. روش پژوهش کتابخانه ای و مبتنی بر شیوه تحلیلی-توصیفی حاصل از مطالعات منابع علمی اعم از کتب و مقالات است.پژوهش حاضر در صدد پاسخ به این است که آیا شرایط تورم اقتصادی در ارتکاب کلاهبرداری و سرقت مؤثر است؟ راهکارهای مناسب در این خصوص کدامند؟ تورم اقتصادی زمینه ارتکاب کلاهبرداری و سرقت را افزایش می دهد و تعدادی از این جرائم ناشی از تورم اقتصادی است. این موضوع لحاظ تدابیر اقتصادی، تقنینی و راهکارهای فرهنگی و آموزشی را برای کاهش این جرام توجیه می نماید.تدابیری مانند کنترل تورم اقتصادی، اقدامات فرهنگی و تقویت باورهای دینی، آموزشهای تربیتی و راهکارهای روانشناختی، می تواند از ارتکابهای احتمالی بکاهد. علاوه بر این اقدامات و اصلاحات تقنینی و قانونگذاری نقش مهمی در بحرانهای ایجاد شده کارساز است؛ به نحوی که نوع و شدت مجازاتها و اقدامات تأمینی و استفاده کارشناسی از مجازات های تکمیلی با تحقیقات علمی به نحوی تعیین یا اصلاح گردد که خاصیت بازدارندگی و ارعاب آن از یک سو و برگشت مجرم به جامعه اصلاح و جلوگیری از ارتکاب دوباره آن لحاظ گردد. اقدامات حفاظت شهری و آگاه سازی مناسب و به موقع مردم برای نحوه مواجهه با ارتکاب این جرائم نقشی ارزنده در مدیریت وضع ایجاد شده دارد.Fraud and theft affected by economic inflation; measures and solutions

This event, by reducing the value of liquidity and increasing the prices of goods and services, causes hardship and difficulty in life and causes some people to commit financial crimes, including fraud and theft. In this situation, government measures to combat these crimes become important. The purpose of the research is to study the effect of inflation on the two financial crimes of fraud and theft and to provide effective measures and solutions to deal with them. The present research seeks to answer whether the conditions of economic inflation are effective in committing fraud and theft? What are the appropriate solutions in this regard? Measures such as controlling economic inflation, cultural measures and strengthening religious beliefs, educational training and psychological solutions can reduce possible crimes. In addition to these measures, legislative and legislative reforms play an important role in the crises that have arisen; In such a way that the type and severity of punishments and security measures and the expert use of supplementary punishments are determined or modified with scientific research in a way that takes into account its deterrent and intimidation properties on the one hand and the return of the criminal to society, reformation and prevention of re-offending. Urban protection measures and appropriate and timely information and awareness of the people on how to deal with the commission of these crimes play a valuable role in managing the situation.
