چکیده
زمینه و هدف: هوشمندسازی یکی از کلان روندهای جهانی است و فناوری ها نقشی تعیین کننده را در تحقق هوشمندی دولت ها، شهرها، سازمان ها و جامعه برعهده دارند و بر ابعاد سیاسی، اجتماعی، اقتصادی، انتظامی و امنیتی جوامع تأثیری مثبت یا منفی برجای می گذارند. طبیعی است که برقراری نظم و امنیت در یک جامعه هوشمند، نیازمند حضور یک پلیس هوشمند است تا بتواند ازطریق جمع آوری و تحلیل داده ها به پیش بینی، پیشگیری، بازدارندگی و درنهایت، اقدام هوشمند در مواجهه با جرایم منجر گردد. بررسی ها حاکی از این است که نبود یک نظریه بومی سبب شده است که تاکنون تلاش های انجام شده نتواند تصویری درست، شفاف و جامع از پلیس هوشمند ارائه نماید و براین اساس، برخورداری از تصویری روشن و توافق شده از هوشمندی فناوری پایه پلیس با استفاده از نمایه های روشن و مختلف، در جهت کاهش ابهامات و سردرگمی ها، بسیار راهگشا و بااهمیت است.روش: نوشته حاضر پژوهشی کیفی است که با رویکرد تحقیق در عملیات نرم و روش شناسی سیستم های نرم انجام گرفته است و تلاشی است افزون بر کوشش های گذشته (باز پژوهی)، با هدف شناسایی خاستگاه های فناوری پلیس هوشمند به منظور نظریه پردازی، که بااستفاده از بررسی اسنادی و مطالعات کتابخانه ای و همچنین، تشکیل پانل خبرگی از نخبگان علمی و خبرگان سازمانی صورت پذیرفته است.یافته ها: نظریه پلیس هوشمند فناوری پایه، دارای خاستگاه نظری فناوی، خاستگاه نظری پلیس هوشمند و خاستگاه تجربی پلیس هوشمند است. نتایج: مفاهیم، مباحث فلسفی و دیدگاه های پیرامون فناوری، شاخص ها، نظریه ها و گفتمان های توسعه و به کارگیری فناوری، انقلاب های صنعتی، نقش فناوری اطلاعات در سازمان ها، سامانه های اطلاعاتی، فناوری های تحول آفرین، نظریه های پلیسی و شاخص های پلیس هوشمند، از مهم ترین خاستگاه های شکل دهی به نظریه پلیس هوشمند فناوری پایه به شمار می روند.Re-examining and recognizing the origins of intelligent police of basic technology;In the direction of theorizing
