اثر مخارج دفاعی بر توسعه انسانی در پرتو درجه توسعه یافتگی کشورهای منتخب با تأکید بر کشور جمهوری اسلامی ایران

چکیده
یکی از اهداف کلان اقتصادی هر کشوری ایجاد رفاه اجتماعی و توسعه پایدار است که جز با بهبود وضعیت زندگی و درامد که همان ارتقا توسعه انسانی است، امکان پذیر نیست. یکی از عوامل تأثیرگذار بر توسعه انسانی مخارج دولت است. تأثیر مخارج دولت ازجمله مخارج دفاعی بر متغیرهای اقتصادی همواره یکی از موضوعات مهم اقتصاد خصوصاً اقتصاد دفاعی بوده است به طوری که بسته به مکانیسم تعامل میان آن ها چگونگی اثرات متفاوت است. با توجه به ضرورت و اهمیت این حوزه، در این تحقیق به تحلیل اثرات مخارج دفاعی بر توسعه انسانی چهار گروه منتخب از کشورها با درجات توسعه یافتگی مختلف طی دوره زمانی 2000 تا 2015 به روش داده های پانلی پرداخته شد. بر اساس نتایج تحقیق مخارج دفاعی در گروه کشورها با درجه توسعه یافتگی بسیار بالا (8/0<HDI) و گروه کشورها با درجه توسعه یافتگی متوسط (7/0> HDI >5/0) اثر منفی و معنادار بر توسعه انسانی دارد. اثر این شاخص در گروه کشورها با درجه توسعه یافتگی بالا (8/0> HDI >7/0) که شامل ایران نیز هست بر توسعه انسانی مثبت و معنادار است. در گروه کشورها با درجه توسعه یافتگی پایین (5/0> HDI) اثر شاخص مخارج دفاعی بر توسعه انسانی معنادار نیست.The Effect of Military Expenditures on Human Developement based on the Selected Countries’ Level of Developement with an Emphasis On Islamic Republic of Iran
One of the main economic goals of any country is to develop social welfare and maintain sustainable development which neither of those is possible unless human developement uccures. Government Expenditures is an effective factor of human developement. The effect of government expenditures, especially defense expenditures on economic variables have always been important in the fields of economics and defense economics which their interaction determines the level of this effect. Considering the high importance of this field, in this paper we survey the effects of military expenditures on human developement of four groups of countries with different levels of development during 2000 to 2015 using panel data analysis. Results show that in countries with very high level of human developement (HDI>0.8) and moderate levels of developement (0.5<HDI<0.7) military expenditures has a significant and negative effect on human developement. This effect is significantly positive for countries with high levels of human developement (0.7<HDI<0.8) including Iran. The effect is insignificant for countries with HDI lower than 0.5.
