ظهور پوپولیسم در نظام سیاسی آمریکا و تأثیر آن بر نظم بین الملل (مقاله علمی وزارت علوم)

چکیده
نظم بین الملل روابط بین قدرت ها و بازیگران عرصه جهانی را با قواعد و الگوهایی هدایت و ساماندهی نموده و یکی از مهم ترین مقوله های روابط بین الملل بعد از جنگ جهانی دوم و جنگ سرد بوده که به شدت تحت تأثیر سیاست های حاکم بر دولت های ایالات متحده آمریکا قرار داشته و در همین راستا این پژوهش خصوصیات رهیافت سیاسی دونالد ترامپ رئیس جمهور ایالات متحده و تأثیر آن بر نظم بین الملل را از سال 2016 تا 2018م موردبررسی قرار داده است. روش پژوهش از نوع کیفی و رویکرد توصیفی_تحلیلی می باشد، همچنین گردآوری منابع به صورت کتابخانه ای صورت گرفته است. سؤال پژوهش حاضر این است که چگونه پوپولیسم در نظام سیاسی ایالات متحده آمریکا نظم بین الملل را در ابعاد سیاسی-امنیتی، اقتصادی، تجاری و حقوق بشر تضعیف کرده است؟ به نظر می رسد که روی کار آمدن ترامپ نظم بین المللی را که دولت های ایالات متحده آمریکا طی هفت دهه مستقر کرده بودند، زیرورو می کند. نتایج تحقیق درباره خصوصیات راهبرد ترامپ نشان داد که رویکرد او شامل دودسته خصوصیات شکلی و معرفتی است. در بخش خصوصیات شکلی، استفاده از ادبیات ساده، زبان تحقیر آمیز، مغلطه زبانی، توصیف اغراق آمیز، ذهنیت همیشه برنده، ذهنیت ما در مقابل آن ها در رویکرد سیاسی ترامپ وجود داشت. خصوصیات معرفتی رویکرد او شامل عقلانیت مردم، بازگشت شکوه به آمریکا، شکل دهی هویت کاریزماتیک، ضدیّت با نخبگان و روایت تهدیدآمیز علیه زنان بود. مجموعه این خصوصیات نشان داد که ترامپ یک سیاست مدار پوپولیست ناسیونالیست می باشد که دکترین «خروج از نهادهای بین المللی » را در دستور کار قرار داده و از این طریق مهم ترین نهادهای جامعه جهانی را دچار اختلال نموده است.The Rise of Populism in The Political System of the United States and Its Impact On International Order
The international order guides and organized the relationships between powers and actors in the world with specific rules and patterns and is one of the most important issues of international relations since the Second World War and the Cold War, strongly influenced by the policies governing the governments in United States of America. This study examines the characteristics of the US President-elect Donald Tramp's political approach and its impact on international order from 2016 to 2018. The research method is qualitative and descriptive-analytical approach, and library collection has been done. The present research question is how populism in the United States political system has undermined international order in terms of political, security, economic, commercial and human rights? The emergence of the tramp seems to have changed the international order that the US states have deployed over the course of seven decades. The results of the research on the characteristics of the Trump strategy revealed that his approach consists of two categories of epistemic characterization. In the form of specification, the use of basic literature (simple words), humiliation, language deviation, extreme interpretations, ‘always winning’ mindset, ‘we against them’ mindset, was present in the Tramp's political approach. The epistemic characteristics of his approach included the human's rationality, bringing back glory to America, and adoption of a charismatic identity, Trump, Anti-elitism, and threatening narratives against women. The collection of these features showed that Tramp is a nationalist populist politician who has put the doctrine of "leaving international institutions" on the agenda, thereby disturbing the most important institutions of the international community.
