چکیده
اوباما با راه اندازی حساب کاربری «@POTUS» در ایکس برای رئیس جمهوری آمریکا می خواست به اهداف سیاست داخلی و خارجی ایالات متحده در نظام بین الملل معنا ببخشد. پس از اوباما، ترامپ و بایدن نیز تلاش بسیاری صرف مشروعیت بخشی به ایده ها و روایت های خود در نظام بین الملل از طریق حساب ایکس «@POTUS» بر مبنای نوع نگاه خود کردند. اما آنها چگونه با ساخت روایت ها و تصویرسازی از دستاوردهای خود در ایکس، اهداف و آرزوهای خود را در نظام بین الملل بیان کرده اند؟ برای پاسخ گویی به این پرسش، در این مقاله با به کارگیری روش تحلیل محتوای کیفی، دو مفهوم روایت راهبردی ملی و روایت راهبردی نظام بین الملل در سه حساب ایکس «@POTUS»، از می 2015 تا ژوئن 2023، بررسی شده است. یافته ها نشان می دهد این حساب درصدد برساخت نقشی سازنده برای آمریکا به عنوان دولت بدون نقص «در داخل» و مسئولیت پذیر «در خارج» بوده است. روایت راهبردی ملی کاخ سفید شامل 8 مقوله (نظام سلامت، رشد فزاینده اقتصاد، حفظ نظم اجتماعی، حامی علم، حامی ورزش، کاهش جرائم، اهمیت محیط زیست و مبارزات حزبی) و روایت راهبردی نظام بین الملل شامل 3 مقوله (حفظ جایگاه در نظام بین الملل، حفظ ارزش های لیبرال دموکراسی و مقابله با تهدیدات ترسیم شده) است. این مقولات برای سه رئیس جمهوری آمریکا اهمیت یکسانی نداشته اند.The Strategic Narratives of the White House's Digital Diplomacy in X Social Media (Obama, Trump and Biden Administrations)
By setting up the @POTUS user account on X, US President Barack Obama wanted to lend importance to the goals of the United States' domestic and foreign policy in the international system. After Obama, Trump and Biden have also put a lot of effort into legitimizing their ideas and narratives in the international system through @POTUS based on their attitudes. But how did they express their goals and aspirations in the international system by creating narratives and presenting their achievements in X? To answer this question, this article uses qualitative content analysis to examine the two concepts of the national strategic narrative and the strategic narrative of the international system in the three accounts of @POTUS from May 2015 to June 2023. The findings show that this account tried to build a constructive role for US Administration as a flawless government "inside" and responsible "outside". The White House's national strategic narrative includes 8 categories (health care system, increasing economic growth, maintaining social order, promoting science, supporting sports, reducing crime, importance of the environment, and partisan battles) and the international system's strategic narrative includes 3 categories (maintaining position in the international system, upholding the values of liberal democracy, and dealing with the threats outlined). These categories did not have the same meaning for the three American presidents.
