فرصت ها و چالش های دیپلماسی فرهنگی جمهوری اسلامی ایران در سوریه؛ با تمرکز بر جریان های فرهنگی فعال در این کشور

چکیده
کشور سوریه از دیرباز یکی از مناطق هدف مهم در سیاست خارجی جمهوری اسلامی ایران بوده است. با توجه به تحولات سال های اخیر منطقه و پایان جنگ داعش، دیپلماسی فرهنگی ایران در سوریه بیش از پیش اهمیت یافته است. پژوهش حاضر به منظور بررسی دقیق چالش ها و فرصت های دیپلماسی فرهنگی ایران در سوریه، بر شناخت جریان های فرهنگی فعال در سوریه به عنوان عامل اثرگذار بر تغییرات و تحولات فرهنگی تأکید دارد و بر اساس شناخت نسبی که از آن ها حاصل می شود در صدد پاسخ به سؤال اصلی پژوهش است که عبارت از: «فرصت ها و چالش های دیپلماسی فرهنگی ایران در سوریه با تأکید بر جریان های فرهنگی فعال آن کشور چیست؟» پژوهش حاضر کیفی بوده و برای گردآوری داده از مصاحبه نیمه ساختاریافته با فعالان و نخبگان، و به منظور تجزیه و تحلیل داده ها از روش تحلیل مضمون استفاده شده است. از 293 مضمون اولیه، 30 مضمون سازمان دهنده و در نهایت 6 مضمون فراگیر استخراج شده است. مضامین فراگیر عبارت اند از «فعالیت فرهنگی جریان های سوریه»، «جریان های فعال فرهنگی در سوریه»، «رویکردهای فرهنگی»، «بایدهای سیاست فرهنگی ایران در سوریه»، «چالش های سیاست فرهنگی ایران در سوریه» و «وضعیت فرهنگی جامعه سوریه». هرکدام از چالش ها و فرصت ها در چهار محور دسته بندی شده که عبارتند از: چالش های ناظر به «زمینه های فعالیت جریان های فرهنگی»، «ویژگی های فرهنگی سوری ها»، «عملکرد نهادهای فرهنگی ایران و «جریان های رقیب یا معارض». همچنین فرصت های ناظر به «زمینه های فعالیت جریان های فرهنگی»، «ظرفیت های فرهنگی جامعه سوری»، «جریان های موافق و همراه با ایران و «رویکردهای فرهنگی ویژه». هر کدام از این موارد شامل زیرمحورهایی است که در قالب یک نمودار نمایش و توضیح داده شده است. در نهایت دو ساختار ارتباطی برای چالش ها و فرصت ها ارائه شده است که مشخص کننده چگونگی برنامه ریزی فرهنگی به منظور تحقق دیپلماسی فرهنگی کارآمد است.Opportunities and Challenges of Iranian Cultural Diplomacy in Syria, Focusing on Active Cultural trends
In recent years, where Syria is one of the most important countries targeted by Iran's foreign policy, the importance of cultural diplomacy has become increasingly apparent. The present study emphasizes the need to recognize the active cultural trends in Syria as an influential factor in the cultural changes and developments of the target community, thus providing a close examination of the challenges and opportunities of diplomacy through the relative recognition gained from the culture of the Syrian society. The country has a cultural background. The main question that this research seeks to answer is: What are the opportunities and challenges of cultural diplomacy of the Islamic Republic of Iran with emphasis on active cultural trends in the country? The research method is qualitative. The data collected through interviews with the experts, specialists and activists in this field were analyzed by thematic analysis in three stages of descriptive, interpretive and integration coding. From 293 primary themes, 30 organizing themes and finally 6 universal themes were extracted. The overarching themes are: the cultural activity of Syrian currents, the active cultural trends in Syria, cultural approaches, the IRI's political needs in the Syrian cultural sphere, the IRI's political challenges in the Syrian cultural sphere, the cultural status of Syrian society. Finally, after categorizing the different challenges and opportunities of Iranian cultural diplomacy in Syria as regards the cultural flows of the country, a communication model is provided for each of them that determines how cultural planning is to have an effective cultural diplomacy.
