چکیده
نظام اداره تقسیمات کشوری ایران تا قبل از دوره سلطنت احمد شاه در چارچوب ساختاری سنتی پیش از مشروطه قرار داشت و حتی قانون سال 1325 ق مجلس اول شورای ملی که توسط نویسندگان مشروطه طلب به رشته تحریر درآمده بود نیز نتوانست در نظام اداره تقسیمات کشوری تغییر چندانی ایجاد نماید. اما در دوره احمد شاه و وزارت داخله قوام السلطنه و با حضور دمرنی مستشار فرانسوی وزارت داخله؛ نوسازی نظام اداره تقسیمات کشوری به اجرا درآمد. براین اساس این پژوهش درصدد است تا با استفاده از روش تحقیق تاریخی و به کارگیری اسناد و مدارک آرشیوی، نشریات و دیگر منابع تاریخی به این پرسش پاسخ دهد که عوامل و دلایل تغییر روال پیشینی در تقسیمات کشوری در دوره احمد شاه چه بود و این تغییر چگونه اجرا شد؟ یافته های تحقیق نشان می دهد اولیای امور حکومتی در دوران سلطنت احمد شاه از طریق اصلاحات در ساختار وزارت داخله و اداره ایالتی، تدوین بودجه سنواتی برای ستاد وزارت داخله و ایالات و ولایات، تدوین نظام نامه پرسنل اداری وزارت داخله و ایالات و ولایات و تشکیل کمیسیون های تخصصی تقسیمات کشوری در وزارت داخله در پی نوسازی نظام اداره تقسیمات کشوری و ایجاد تغییرات در آن حوزه باهدف تمرکز امور و اجرای برنامه های اصلاحی حکومت قاجاریه بودند.Modernization of the system of administration of country divisions during the period of Ahmad Shah Qajar (1288-1304)

Therefore, this research is trying to answer the question by using the historical research method and archival documents, publications and other historical sources, what were the factors and reasons for the change in the previous routine in the country's divisions during the period of Ahmad Shah, and how did this change happen? The findings of the research show that the leaders of government affairs during the reign of Ahmad Shah through reforms in the structure of the Ministry of Interior and the state administration, the formulation of annual budgets for the headquarters of the Ministry of Interior and the states and provinces, the formulation of the administrative personnel system of the Ministry of Interior and the Provinces and the formation of specialized commissions of country divisions in the Ministry of Interior were in pursuit of modernizing the system of the administration and making changes in that area with the aim of concentrating affairs.
