بازاندیشی در علل و زمینه های تشکیل شورای مغان (مقاله علمی وزارت علوم)

چکیده
شورای مغان یکی از مشهورترین وقایع دوره نادری بود که بیشتر تصور شده برای تغییر سلطنت رقم خورد. اما در پشت صحنه، نادر اهداف چندگانه ای ازجمله موروثی شدن سلطنت در خاندان او، عدم حمایت بزرگان و رؤسای طوایف از خاندان صفوی، تنظیم مناسبات داخلی با توجه به شرایط جدید و اتخاذ رویکرد سیاسی و مذهبی خاصی در قبال آن، مناسبات جدید و حل اختلاف قدیمی با حکومت عثمانی داشت. نکته مهم دیگر دعوت و حضور بخش هایی از مردم در شورای مغان بود که در ظاهر امر برای کسب مشورت فراخوانده شدند. تعدد و تکثر موارد مطرح و درهم تنیده در شورای مغان، به حدی است که مسئله کانونی و محوری آن در پرده ابهام قرار دارد. چرا نادر شورای مغان را تشکیل داد و غرض اصلی از برگزاری و نیز لزوم آن، چه بود؟ شاید در وهله نخست همان گونه که مکرر گفته اند هدف از برگزاری آن، انتقال حاکمیت از صفویه به نادر بود. این ادعا با قراین و شواهد تاریخی و رویه قدرت گیری و موقعیت نادر و موارد مطرح شده در شورای مغان سازگاری ندارد، بلکه به نظر می رسد موضوع مهم تری در این فرایند دخیل بود. ازجمله نادر به قلمرو وسیع تری می اندیشید که با قلمرو صفویه متفاوت و بسیار وسیع تر از آن، و ازنظر جمعیتی، بیشتر اهل سنت بودند. از دیگر سو، برگزاری آن در راستای تلاش نادر برای بازتعریفی جدید از تنظیم مناسبات پیچیده قدرت داخلی و خارجی بود که درنهایت با عوامل دیگر، مجموعه ای درهم تنیده ایجاد کرد که او را به تشکیل شورای مغان سوق داد.Examining the Reasons for the Formation of the Mughan Council
During the reign of Nader Shah Afshar, one of the most notable events was the Mughan Council, which is believed to have altered the monarchy. Nader Shah, however, had many objectives, including securing the monarchy for his lineage, distancing himself from the nobles and clan leaders who supported the Safavid dynasty, modernizing internal affairs and taking a particular political and religious stance toward it, forging new alliances, and settling the long-standing dispute with the Ottoman empire. The participation of some of the people in the Mughan Council who were invited for consultation was another crucial factor. The Mughan Council has so many complex issues that its sheer volume obscures its main problem. Why did Nader Shah form the Mughan Council, and what was its primary purpose? What was the need to establish it? Conducting it first was to transfer Safavid's sovereignty to Nader. The historical facts, the process of acquiring power, the unusual circumstance, and the matters brought up before the Mughan Council are irreconcilable with this notion. This process has involved a more significant issue. Nader Shah aimed to expand his territory beyond the Safavid domain, which had a predominantly Sunni population. He also redefined the regulation of internal and external power relations, leading to establishment of the Mughan Council through a complex set of interrelated issues.
