تبیین مفهوم اقتصاد مردمی از منظر دوگانه اصالت فرد و جامعه (مقاله علمی وزارت علوم)

چکیده
اندیشمندان اجتماعی در مواجه با تعارض فرد و جامعه در طیفی از دیدگاه ها قرار گرفته اند که در یکسو، نگرانی نسبت به سست شدن پیوندهای اجتماعی و در خطر قرار گرفتن حیات جامعه برجسته است، و در سوی دیگر، نسبت به آزادی های فردی و سرکوب آن توسط دولت های اقتدارگرا نگرانی هایی وجود دارد. تحقق عینی دیدگاه اول در بستر اقتصاد به صورت دولت های سوسیالیستی و یا دولت های رفاه ذیل لیبرالیسم بوده است؛ و دیدگاه دوم به صورت حمایت از بازار آزاد و دخالت حداقلی دولت در اقتصاد، نمود پیدا کرده است. در این مقاله به تبیین مبانی دوگانه بازار و دولت ناظر به اختلاف دیدگاه های موجود در زمینه اصالت فرد و جامعه، پرداخته می شود. با وجود اختلاف نظر حکمای اسلامی راجع به اصالت فرد و جامعه، در این مقاله از حکمت متعالیه که اصالت را هم برای فرد و هم برای جامعه قائل است، برای حل تعارض فرد و جامعه در لایه فلسفی، استفاده شده است. بر اساس مبنای مختار (حکمت متعالیه)، تنها راهکارِ کاهش تعارض فرد و جامعه، نزدیک شدن فرهنگ و اندیشه افراد جامعه به همدیگر است. لیبرالیسم، فردگرایی افراطی، و ممنوعیت ورود مباحث ایدئولوژیک در عرصه های عمومی، موانع اتحاد فرهنگی خواهند بود. لیبرالیسم با تشدید تعارض فرد و جامعه، زمینه خشونت و از بین رفتن آزادی واقعی را فراهم می آورد. تحقق عینی مبنای مختار در عرصه اقتصاد، در این مقاله تحت عنوان «اقتصاد مردمی» تبیین گردیده است. به نظر می رسد اقتصاد مردمی این قابلیت را دارد که به هر دو دغدغه ی آزادی فردی و همبستگی اجتماعی پاسخ گوید.Explaining the concept of popular economy from the dual perspective of the originality of the individual and society
Social thinkers are faced with the conflict between the individual and the society from various viewpoints, on the one hand, there is concern about the loosening of social ties and endangering the life of society, and on the other hand, about individual freedoms and their suppression by governments. The objective realization of the first view has been in the form of socialist states or welfare states; And the second view has appeared in the form of support for the free market and minimal government. In this article, the explanation of the dual bases of the market and the government is discussed regarding the difference of views on the originality of the individual and the society. Despite the disagreement of Islamic scholars regarding the originality of the individual and the society, the Hekmat-e-motealiyeh that considers the originality of both the individual and the society has been used in this article. Based on the selected basis, the only way to reduce the conflict between the individual and the society is to bring the culture and thought of the people closer to each other. Liberalism will be an obstacle to cultural unity. By intensifying the conflict, liberalism provides the ground for violence and the loss of real freedom. The objective realization of the selected basis in the field of economy is explained in this article under the title "Popular economy". It seems that popular economy has the ability to respond to both the concerns of individual freedom and social solidarity.
