برنامه ریزی راهبردی توسعه مسکن و ارتقاء کارکرد سکونت محله ارامنه منطقه 7 تهران

چکیده
در دهه اخیر برنامه ریزی راهبردی با ارائه سیاست های اجرایی مسکن در جهت دستیابی به ارتقای کارکرد سکونت محلات مناطق شهری توانسته است راهگشا باشد. پژوهش حاضر با هدف برنامه ریزی راهبردی برای توسعه مسکن و ارتقاء کارکرد سکونت محله ارامنه منطقه 7 شهرداری تهران پرداخته است. الگوی حاکم بر پژوهش به لحاظ هدف، کاربردی و به لحاظ روش و ماهیت، تحلیلی- تجویزی و شیوه گردآوری داده ها اسنادی- میدانی بوده است. پس از شناخت تحلیل راهبردی (SWOT) به منظور شناسایی عوامل داخلی (SW) و خارجی (OT) از مدل MICMACبرای تعیین عوامل پیشران و در روش تجویزی، با استفاده از تکنیک آینده پژوهیSenarioWizard به ارائه پروژه راهبردی اقدام شده است. نتایج پژوهش نشان می دهد که ارتقای کارکرد سکونت نقش بسیار زیادی در توسعه مسکن محله ارامنه دارد. در بخش سناریونگاری، عوامل کلیدی داخلی و خارجی مؤثر در وضعیت محله ارامنه شناسایی و سپس از بین این عوامل، عوامل اثر گذار(پیشران ها) استخراج و پس از این که این عوامل به لحاظ اهمیت و عدم قطعیت مورد سنجش قرار گرفتند، عوامل سناریو ساز انتخاب و سپس سناریو نگاری محله انجام شد که دو سناریو مطلوب و نامطلوب از آینده محله ارامنه حاصل شد که سناریو مطلوب به عنوان چشم انداز محله انتخاب و سپس در راستای رسیدن به چشم انداز به منظور بهبود اوضاع مسکن و عملکرد مسکن در این محله، اهداف، راهبردهای عملیاتی و سیاست های موثر تدوین شدند.برنامه ریزی راهبردی توسعه مسکن و ارتقاء کارکرد سکونت محله ارامنه منطقه 7 تهران
In the last decade, strategic planning has been able to pave the way by presenting housing executive policies in order to achieve the improvement of housing function in urban areas. The aim of this study is to plan for the development of housing and to improve the housing function of the Armenian neighborhood in District 7 of Tehran Municipality. The model governing the research was applied in terms of purpose and in terms of method and nature, analytical-prescriptive and the method of data collection was documentary-field. After recognizing the strategic analysis (SWOT) in order to identify internal (SW) and external (OT) factors from the MICMAC model to determine the driving factors and in the prescriptive method, using the SenarioWizard futures research technique, a strategic project has been presented. The research results show that improving the function of housing has a great role in the development of housing in the Armenian neighborhood. In the scenario section, the key internal and external factors affecting the situation of the Armenian neighborhood were identified and then among these factors, influential factors (drivers) were extracted and after these factors were measured in terms of importance and uncertainty, the factors The scenario maker was selected and then the neighborhood scenario was done. Two favorable and unfavorable scenarios were obtained from the future of the Armenian neighborhood. This neighborhood, goals, operational strategies and effective policies were formulated.
