چکیده
«منطقه»، مفهومی است که در سیاست گذاری دولت های جهان نقش مهمی دارد. با تغییرات صورت گرفته و فناوری های نوین، امروزه به نوع جدیدی از مناطق نیاز است. مناطق می توانند به عنوان ترکیب کننده معیارها و عناصر، باعث ایجاد و بهبود مستمر بنگاه های دانشی از طریق تزریق ایده های جدید، دانش و یادگیری سازمانی شوند. مناطق باید اصول خلق دانش و یادگیری مستمر را باخود همراه سازند تا در نهایت به مناطق یادگیرنده تبدیل شوند. با توجه به ویژگی های خاصی ای که هر یک از مناطق ایران دارند؛ نوآوری در هر کدام از این مناطق، جلوه ی متفاوتی دارد. برای تعیین میزان تاثیر این نظام ها، لازم است تا عملکرد آن ها مورد ارزیابی قرارگیرد. نویسندگان این پژوهش درنظر دارند تا متناسب با شرایط مناطق در کشور ایران، مدلی را جهت ارزیابی ارائه دهند. مدل ارزیابی نظام نوآوری منطقه ای پیشنهادی متشکل از سه سطح است که هر کدام از آن ها از جنبه ای متفاوت، مناطق را ارزیابی می کنند. به نحوی که شاخص های ارائه شده در هر سطح، مکمل سطوح دیگر می باشد. در ابتدا شاخص های عمومی و پتانسل های هر منطقه، شناسایی می شود و در سطح سوم، عملکرد بنگاه و سیستم است که مورد ارزیابی و پایش قرار می گیرد. در انتها نیز با استفاده از مطالعه ی موردی منطقه ی اصفهان؛ در نظر دارد تا به صورت تجربی به ارزیابی عملکرد یک نظام نوآوری منطقه ای در ایران بپردازد.Regional innovation system: potential and performance of the region and general characteristics
"Region" is a concept that plays an important role in the policy-making of the governments of the world. With the changes that have taken place and new technologies, a new type of region is needed today. Regions, as a combination of criteria and elements, can create and continuously improve knowledge enterprises by injecting new ideas, knowledge and organizational learning. Regions must incorporate the principles of knowledge creation and continuous learning to eventually become learning regions. According to the special characteristics of each region of Iran; Innovation has a different effect in each of these areas. To determine the extent of the impact of these systems, it is necessary to evaluate their performance. The authors of this study intend to provide a model for evaluation in accordance with the conditions of the regions in Iran. The proposed regional innovation system evaluation model consists of three levels, each of which evaluates regions from different perspectives. In such a way that the indicators presented in each level are complementary to other levels. First, the general indicators and potentials of each region are identified, and at the third level, the performance of the firm and the system is evaluated and monitored. Finally, using a case study of Isfahan region; Intends to experimentally evaluate the performance of a regional innovation system in Iran.
