The Impact of Israeli Think Tanks on Israel's Foreign Policy (2006-2017)(مقاله علمی وزارت علوم)

In the modern world, government policy makers engage in the decision making process to pursue the interests of their countries. Think tanks play a significant role in this complicated process by giving advice to decision makers. Since the beginning of the twentieth century, think tanks increasingly emerged in the world, especially in Western European countries and the United States of America (USA). Israel, since its illegal establishment, created various think tanks to serve its political and security interests in the Middle East. Making peace with Middle Eastern countries and strengthening ties with the USA are the most crucial goals of Israel's foreign policy. Nevertheless, since its establishment, Israel adopted an aggressive approach towards Palestine, Lebanon, and recently Iran. Therefore, the main questions addressed in this article are as follows: What is the impact of Israeli think tanks on its foreign policy from 2000 to 2017? The Rational Actor Model, the Poliheuristic theory and Groupthink theories have been used to explain how think tanks influence policy makers in Israel. In order to conduct the research, the authors have chosen case study method as a qualitative method. In fact, the authors have considered Israeli think tanks as a case study to examine its impact on Israeli foreign policy. The hypothesis of the article is therefore the following: In recent decades, Israeli think tanks have persuaded Israel regime to formulate its foreign policy on the basis of aggressive approach, as witnessed in the Lebanon war (2006), the Gaza war (2008-9) and (2014), and Israel’s countering of Iran.

To bridge the gap between invention and innovation, prenovation has to be focused. One of the elements of prenovation is emphasizing and creating policies for institutions. This research paper highlights the importance of having an intrapreneurial culture in higher education institutions. The purpose of this paper is to review literature related to intrapreneurial culture and find out the positive aspects of having intrapreneurial culture through think tanks in higher education institutes.

A Theoretical Treatise on the Role of American Think Tanks in US Relations with the Muslim World: An Exploration into the Ideational Structures of American Exceptionalism and Orientalism(مقاله علمی وزارت علوم)

As a theoretical treatise, the present article brings to light the applicability of constructivism to the study of think tanks as ideational agents actively participating in the construction of ideational structures that constitute American identity, interests, and policies. It is argued that when discussing think tanks’ production of expertise and policy advice on U.S. relations with the Muslim world, American exceptionalism and Orientalism operate as two interconnected ideational structures influencing the process. Based on a constructivist framework, an investigation into the role of think tanks in U.S. foreign policy should not begin at the final stage of policy formation; rather, it is necessary to look into how think tanks influence the process of policy making at the ideational level. As such, the characteristics of U.S. foreign policy toward the Muslim world will remain unchanged as long as there is an ideational commitment to the creed of American exceptionalism; that is to say, as long as American exceptionalism constitutes American identity, American interest, and thus American foreign policy behavior toward the Muslim world. Think tanks, as the special focal points at the intersection of the political realm, the academia, and the media, serve as the hubs of American exceptionalism and Orientalism. As long as this dual creed is continually reproduced in the think tank world, it is logical to conclude that no change is in sight with regard to U.S. foreign policy and American unilateral interventionism in the Muslim world. A break with American exceptionalism and Orientalism in the think tank world, in turn, would signal the beginning of a new era in the operation of American foreign policy.

“Smart Power” in the American think tanks’ approach to the nuclear activities of the Islamic Republic of Iran

In the last decade, the concept of “smart power” was invented to guide the US diplomacy system so that the US could have a more assuring achievement process to its goals by using its national and international power capabilities. The concept of “Smart Power” was introduced after the formation of the concept of soft power by Joseph Nye, which refers to the simultaneous application of managed soft power and hard power. The concept of smart power for operationalization requires a variety of strategies designed by the US strategists and decision-making institutions. The question of this article is about the position of smart power in the US foreign policy toward Iran. It seems that with the coming of the Obama administration in the United States, the project of the smart power was operationalized by the diplomatic apparatus of the country, whose obvious example can be seen in the context of the kind of US confrontation with Iran’s nuclear program. With the use of pressure and negotiation strategy, the project pursues the gradual reduction of the nuclear capabilities and the rollback of Iran’s nuclear program. The authors believe that in case of success, this process can be generalized and spread to other areas of conflict and put America at an aggressive stand.
