چکیده
پس از پذیرش قطعنامه 598، امام خمینی (ره) در پیام سال 1367 ه.ش خطاب به فرماندهان نظامی کشور، ایده راهبرد دفاع همه جانبه را مطرح کردند و بر ضرورت تدوین آن در سال های آتی تأکید فرمودند. به تناسب نیاز روز و شرایط زمانی و در جهت مقابله با تهدیدهای نرم و نظامی دشمن، توجه به این راهبرد در سال های اخیر توسط فرماندهی معظم کل قوا (مدظله العالی) به وضوح مشخص است. ازآنجایی که اولویت اول بودن پدافند هوایی و توجه به دفاع همه جانبه از آسمان کشور از منظر معظم له بسیار ضروری است، تبیین نقش فرمانده معظم کل قوا در هدایت و رهبری دفاع همه جانبه از آسمان کشور یکی از نکات بسیار مهم محسوب شده و هدف این تحقیق است. پژوهش حاضر ازنظر هدف کاربردی و ازنظر رویکرد کیفی و ازنظر نوع، توصیفی تبیینی با ابزار تحلیل داده بنیاد می باشد که در قالب مفهوم سازی، مقوله سازی و سپس مدل پردازی مورد بررسی و تحلیل قرار گرفته است. بر طبق نتایج تحقیق، راهبردها و پیامدهای هدایت و رهبری فرماندهی معظم کل قوا در دفاع همه جانبه از آسمان کشور به شرح ذیل می باشد:الف) راهبردها:استقامت و آمادگی و بصیرت، حفظ و ارتقاء آمادگی و توان رزمی، پاسخ گویی جامع به تهدیدات با بهره گیری از ظرفیت های منسجم و یکپارچه فرماندهی و کنترل در دفاع همه جانبه، نمایش قدرت بازدارندگی و آمادگی همه جانبه با به کارگیری تجهیزات و تسلیحات بومی ب) پیامدهادفاع همه جانبه هوشمند، فناورانه، مهارت محور چندگانه، منعطف و پویا، ، دفاع هوایی پایدار، دائمی، مطمئن و پاسخگو و ایجاد بازدارندگی یکپارچه برای جمهوری اسلامی ایرانExplaining the role of Supreme Commander-in-Chief in guiding and leading the all-round defense of the country's skies
After the acceptance of Resolution 598, Imam Khomeini in his message in 1367 addressed to the country's commanders, raised the idea of an Comprehensive defense strategy and emphasized the necessity of its formulation in feautore. According to the needs of the day and time conditions and to deal with the soft and military threats, attention to this strategy in recent years by the Supreme Commander of the Armed Forces. Air defense is the first priority and paying attention to Comprehensive defense of the country's sky is necessary from the perspective of His Highness, explaining the role of the Commander in guiding the Comprehensive defense of the country's sky is considered one of the most important points and is the goal of research. In terms of practical purpose, terms of qualitative, in terms, the present research is an explanatory description with the foundation's data analysis which has been examined and analyzed in the form of conceptualization, categorization, then modeling. According to the results the strategies and consequences of the guidance of the supreme command in the Comprehensive defense of the country's skies are as follows:Strategies:Endurance and preparedness and insight, maintaining and improving combat readiness and power, comprehensive response to threats by using coherent and integrated capabilities of command and control in Comprehensive defense, showing the power of deterrence and Comprehensive defense readiness by using indigenous equipmentConsequencessmart, technological, multi-skill based, flexible and dynamic defense, stable, permanent, reliable and responsive air defense and creating integrated deterrence for Iran.
