حکمرانی نظام آموزش های دریایی در استان های ساحلی

چکیده
کشور دریایی ایران، نیازمند پیاده سازی حکمرانی دریامحور در برنامه های توسعه کوتاه مدت و بلند مدت خود می باشد. یکی از مهمترین عرصه ها برای حکمرانی دریامحور، نظام آموزش های دریایی می باشد. پژوهش های پیشین نشان می دهد ک ه در راس تای تقاضا برای نظام آموزشی کاراتر، سیاستگذاران آموزشی، به طراحی و توسعه الگوهای حکمرانی و اغلب تحول یابنده ای از مؤسسات آموزشی مبادرت ورزیده که علاوه بر مباحث آموزشی، کارکرد اجتماعی- اقتصادی آموزش را نیز م ورد توج ه ق رار ده د. از طرفی با بررسی وضعیت حمکرانی نظام آموزشی در ای ران، مشخص می گردد که تص دی ام ور مرب وط ب ه حوزه های آم وزش عم ومی، آم وزش ع الی و آم وزش پزش کی هریک به ی ک وزارتخان ه واگ ذار ش ده اس ت؛ این موضوع (یعنی عدم یکپارچگی در حکمرانی نظام آموزشی) در جای خود نیازمند بررسی دقیق دارد؛ چرا که در بسیاری از کشورهای دنیا چنین تفکیکی دیده نمی شود. اما مسئله نظام آموزش های دریایی متاسفانه در بین چندین وزارتخانه انجام می گیرد. محقق در نظر دارد ضمن مطالعه حکمرانی نظام آموزشی در کشورهای مختلف، به جهت اهمیت نظام آموزش دریایی، راهکارهای پیاده سازی حکمرانی نظام آموزش دریایی در استان های ساحلی را ارائه نماید. این پژوهش یک مطالعه کیفی بوده که با برخورداری از نظرات خبرگان، ابعاد حکمرانی نظام آموزش های دریایی در استان های ساحلی مشخص گردیده و متناسب با هر ابعاد مختلف، پیشنهادات لازم ارائه خواهد شد.Governance of maritime education system in coastal provinces

One of the most important fields for sea-oriented governance is the maritime education system. Previous studies show that in line with the demand for a more efficient educational system, educational policy makers have started to design and develop governance models and often transform educational institutions, which, in addition to educational issues, also take into account the socio-economic function of education. ten On the other hand, by examining the state of cooperation of the educational system in Iran, it is clear that the affairs related to the fields of general education, higher education and medical education are assigned to one ministry each; This issue (that is, the lack of integrity in the governance of the educational system) needs to be carefully investigated because such separation is not seen in many countries of the world. But the issue of the maritime training system is unfortunately done among several ministries. While studying the governance of the educational system in different countries, the researcher intends to provide solutions for the implementation of the governance of the maritime education system in the coastal provinces due to the importance of the maritime education system. This research is a qualitative study, with the opinions of experts, the governance dimensions of the maritime education system in the coastal provinces have been determined, and the necessary suggestions will be provided according to each dimension
