چکیده
در تحقیق حاضر، با توجه به اهمیت نقش رهبران در فرایند سیاست گذاری، به تحلیل دیدگاه های مقام معظم رهبری در عرصه گردشگری پرداخته شده است. روش تحقیق به شیوه کیفی مبتنی بر تحلیل محتوا با رویکرد نظریه داده بنیاد کلاسیک بوده است. پس از انجام تحلیل با رویکرد نظریه داده بنیاد کلاسیک، گفتمان گردشگری مبتنی بر ایدئولوژی مقام معظم رهبری تبیین شد. ابعاد این مدل عبارت هستند از «جاذبه های طبیعی و فرهنگی، منابع منحصر به فرد، مسیر انتقال و حمل ونقل گردشگری به منزله "عوامل پیش ران"»، «توسعه جغرافیامند و بازاریابی مقصد به منزله "هماهنگ سازها"»، «توانمندسازی حرفه ای و علمی و نیز کیفی سازی و استانداردسازی خدمات به منزله "چارچوب سازها"» و «تعالی و پایداری به منزله "پیامد"». بارزترین دیدگاه مقام معظم رهبری درخصوص گردشگری «در اولویت بودن موضوع گردشگری در توسعه» است. علاوه بر این، تأکید یکپارچه رهبری بر «توجه به همه نقاط و منابع بالقوه گردشگری» حکایت از دیدگاه نظام مند و فعالانه ایشان و حاکمیت بر توسعه گردشگری است. لذا، توجه به دیدگاه های ایشان، نه تنها چگونگی مواجه و اولویت گذاری در عرصه سیاست گذاری گردشگری را به خوبی تبیین می کند، بلکه توصیه هایی کاربردی در عرصه را عمل نیز ارائه می دهد.The Tourism Discourse in the Ideology of the Supreme Leader
In the present study, given the importance of the role of leaders in the policy-making process, Analyzes the views of the Supreme Leader in the field of tourism policy. The methodology of the research was according to content analysis based on the Classical Grounded Theory approach. After the analysis through classical grounded theory, explained the model of Tourism status in the process of policy based on the views of the Supreme Leader. Dimensions of this model, Including Natural and cultural attractions, unique resources, transit routes, and tourism Transport as “Driving Factors”, Development based on geography and destination marketing as “Synchronizers”, scientific and practical empowerment, and qualification and standardization of services as “Framework Makers” and excellence and sustainability as “Consequences”. The most prominent view of the Supreme Leader on tourism is “The priority of the issue of tourism". In addition, his integrated emphasis on “the consideration of all potential of destinations and sources of tourism” reflects Supreme Leaders’ systematic and proactive approach and govern to development of tourism. Therefore, pay attention to his views, not only how to deal with this phenomenon in the field of tourism policy, but also provides practical recommendations in the field of action
