ارتباط بین اندازه دولت و کارایی هزینه های عمومی در ایران (مقاله علمی وزارت علوم)

چکیده
تحلیل ارتباط بین اندازه دولت و کارایی هزینه های عمومی، می تواند نقش حیاتی در جهت اتخاذ تصمیمات بهینه به منظور بهبود مدیریت منابع عمومی ایفا کند. پژوهش حاضر به بررسی ارتباط بین اندازه دولت و کارایی هزینه های عمومی در ایران در بازه زمانی 2000 تا 2023 می پردازد. به این منظور، نخست از روش تحلیل پوششی داده ها برای سنجش کارایی هزینه های عمومی استفاده می کند. سپس، تأثیر اندازه دولت بر کارایی هزینه های عمومی با بهره گیری از مدل رگرسیونی مورد بررسی قرار می گیرد. نتایج نشان می دهد که کارایی هزینه های عمومی در ایران در طول دوره مورد بررسی متغیر بوده و برخی شاخص های اندازه دولت تأثیر معناداری بر آن دارند. به این صورت که فرضیه های ارتباط اندازه دولت با کارایی هزینه های عمومی آن در شاخص های توزیع و مدیریت اقتصادی رد می شود. در حالی که، فرضیه های ارتباط اندازه دولت با کارایی هزینه های عمومی آن در شاخص های ثبات و زیرساخت های اقتصادی پذیرفته می شود. بر این اساس، پیشنهاد می شود که سیاست گذاران با تمرکز بر شاخص های ثبات و زیرساخت، اصلاحات هدفمند در ساختار هزینه ای دولت را در اولویت قرار دهند.با توجه به پیچیدگی ارتباط بین اندازه دولت و کارایی هزینه های عمومی، لازم است در این زمینه پژوهش های بیشتری با استفاده از داده های دقیق تر و روش های پیشرفته تر صورت گیرد.همچنین، پیشنهاد می شود که در پژوهش های آتی، به بررسی سایر عوامل مؤثر بر کارایی هزینه های عمومی، پرداخته شود.در پایان، لازم به ذکر است که بهبود کارایی هزینه های عمومی، یک فرآیند پیچیده و زمان بر است که نیازمند تلاش هماهنگ تمامی ذینفعان، از جمله دولت، بخش خصوصی و جامعه مدنی است. با اتخاذ سیاست های مناسب و اجرای صحیح آنها، می توان به افزایش کارایی هزینه های عمومی و بهبود وضعیت اقتصادی و اجتماعی کشور امیدوار بود.The Relationship Between Government Size and Public Expenditure Efficiency in Iran
Analyzing the relationship between the size of government and the efficiency of public expenditures can play a critical role in making optimal decisions aimed at improving the management of public resources. This study investigates the relationship between government size and the efficiency of public expenditures in Iran over the period 2000 to 2023. To this end, the Data Envelopment Analysis (DEA) method is first employed to measure the efficiency of public expenditures. Subsequently, the impact of government size on expenditure efficiency is examined using a regression model. The findings indicate that the efficiency of public expenditures in Iran has varied over the study period, and certain government size indicators have a statistically significant effect on it. Specifically, the hypotheses regarding the relationship between government size and public expenditure efficiency in terms of distribution and economic management indicators are rejected. In contrast, the hypotheses concerning stability and infrastructure indicators are confirmed. Accordingly, it is recommended that policymakers prioritize targeted reforms in the government’s expenditure structure, with a particular focus on stability and infrastructure indicators. Given the complexity of the relationship between government size and the efficiency of public expenditures, further research using more accurate data and advanced methodologies is necessary. It is also suggested that future studies explore other factors influencing public expenditure efficiency. Finally, it should be emphasized that improving the efficiency of public expenditures is a complex and time-consuming process that requires coordinated efforts from all stakeholders, including the government, the private sector, and civil society. With the adoption of appropriate policies and their effective implementation, it is possible to enhance public expenditure efficiency and improve the country’s economic and social conditions.
