تبیین علل احیای حکومت طالبان در افغانستان و پیامدهای آن برای جمهوری اسلامی ایران

چکیده
نیروهای شبه نظامی طالبان با تعدادی کمتر از هفتاد و پنج هزار نفر در مدت یازده روز بر ارتش سیصد هزار نفری افغانستان تسلط یافتند. مردم افغانستان در مقطع دیگری نیز یعنی سال های 1996-2001 تجربه حکومت این گروه افراطی اسلام گرا را داشته اند تا این که به دنبال واقعه یازده سپتامبر و حمله آمریکا به افغانستان، دولت طالبان سقوط کرد و آمریکا درصدد دولت ملت سازی در این کشور برآمد. با گذشت بیش از بیست سال، دولت مردان آمریکا تصمیم به خروج نیروهای خود از افغانستان گرفتند. با آغاز خروج نیروهای آمریکایی شبه نظامیان طالبان در کوتاه ترین زمان موفق به تشکیل دومین امارت اسلامی در سال 2021 در این کشور گردیدند. پیروزی سریع طالبان سبب طرح پرسش هایی گردیده است که مهم ترین آن ها عبارتند از: 1) آیا این تحولات، سناریو و پروژه ای طراحی شده از سوی آمریکا بوده است؟ 2) علت پیروزی سریع طالبان در افغانستان چه بود و حکومت آن ها در دوران جدید چه تفاوت ماهوی با حکومت شان در دوره قبل خواهد داشت؟ 3) سلطه مجدد طالبان در افغانستان چه پیامدهایی برای جمهوری اسلامی ایران می تواند داشته باشد؟ لذا هدف از نگارش این مقاله، بیان علل ظهور مجدد طالبان در افغانستان وتشریح پیامدهای آن در منطقه به ویژه برای جمهوری اسلامی ایران است. این مقاله از روش توصیفی- تحلیلی و ابزار کتابخانه ای، شامل کتب، روزنامه ها و منابع اینترنتی برای گردآوری و تحلیل داده ها بهره گرفته است.Taliban Government Revival in Afghanistan and its Consequences for the Islamic Republic of Iran
The Taliban militia forces, with a number of less than seventy-five thousand people, overcame the three hundred thousand-strong Afghan army in eleven days. The people of Afghanistan also experienced the rule of this extremist Islamist group at 1996 to 2001, until the Taliban government fell following the September 11 incident and the US attack on Afghanistan, and the US sought to establish a nation-state in this country. After more than twenty years, the US government decided to withdraw its forces from Afghanistan. With the beginning of the withdrawal of American forces, the Taliban militias succeeded in forming the second Islamic Emirate in this country in the shortest possible time in 2021. The rapid victory of the Taliban raised such questions as, were these developments a scenario and project designed by the US? What was the reason for the Taliban's rapid victory in Afghanistan and how will their government in the new era be fundamentally different from their government in the previous era? What consequences could the Taliban's re-dominance in Afghanistan have for the Islamic Republic of Iran? Therefore, the purpose of writing this article is to state the reasons for the Taliban's re-emergence in Afghanistan and explain its consequences in the region, especially for the Islamic Republic of Iran, in a descriptive-analytical manner and using library tools including books, newspapers and internet resources.
