مرور نظام مند پژوهش های سرمایه اجتماعی پلیس با روش فراترکیب (مقاله علمی وزارت علوم)

چکیده
زمینه و هدف: سرمایه اجتماعی پلیس می تواند، تأثیر بسیاری بر بهبود و ارتقای عملکرد و انجام مطلوب ماموریت های پلیس داشته باشد، به ویژه در فرماندهی انتظامی ج.ا.ایران که رویکرد جامعه محوری را راهبرد خود قرار داده است موضوعیت بیشتری دارد. هدف این مقاله مرور نظام مند پژوهش های انجام شده در حوزه سرمایه اجتماعی پلیس با روش فراترکیب است تا تصویری از وضعیت سرمایه اجتماعی پلیس را مورد بررسی قرار دهد. روش شناسی: پژوهش به لحاظ هدف کاربردی، توصیفی تحلیلی و به لحاظ ماهیت از نوع مرور سیستماتیک یا نظام مند است و در آن از روش فراترکیب برای بررسی پژوهش های سرمایه اجتماعی پلیس از سال 1390 تا 1402 که در مجلات معتبر و مورد تایید وزارت علوم منتشر شده و حداقل درجه علمی آنان الف و ب هستند، استفاده شده است. برای جستجو و انتخاب مقاله های مناسب در ابتدا با جستجوهای انجام شده، تعداد 134 پژوهش یافت شد که 53 مورد آنها دارای نقص بوده و یا هم پوشانی داشتند. پس از حذف موارد گفته شده در کل، 81 پژوهش انتخاب شد که بسیاری از آنها به مقاله ها اختصاص داشت. یافته ها: کلیه مقاله ها و گزارش ها با استفاده از فیلتر بر اساس عنوان، فیلتر بر اساس چکیده و فیلتر بر اساس کل متن غربالگری شدند. برای انجام این غربالگری از ابزار CASP استفاده شد. یافته های پژوهش حاکی از آن است که سرمایه اجتماعی پلیس در سه سطح کلان، میانه وخرد مورد ارزیابی قرار گرفت که در این پژوهش ها بیشترین واژه ای که استفاده شده است واژه «اعتماد» است. نتیجه گیری: با بررسی شاخص ها ومولفه های سرمایه اجتماعی پلیس در سطوح کلان، میانه و خرد به نظر می رسد در سطح کلان باید سیاستگذاری ها، رویکردها و جهت گیریهای کلان در راستای ارتقای سرمایه اجتماعی باعث پویا شدن سطح میانی شود و سطح میانی نیز با برنامه ریزی، هدایت، کنترل، تزریق امکانات و تجهیزات و آموزش لازم و کافی برای ارتقای سرمایه اجتماعی به سطح خرد، باعث عملکرد فردی بهتر شده و با ارتقای روحیه و انگیزه فردی در انجام وظایف، بیشترین همت خود را به کار می گیرند و این فرآیند باعث کارآمدی، توانمندی و حرفه ای شدن پلیس خواهد بود که زیر بنای اعتماد عمومی بوده و در پی اعتماد مردم به پلیس، مشارکت مردم افزایش یافته و این روند موجب افزایش سرمایه اجتماعی پلیس می شود.A Systematic Review of Police Social Capital Research Using Meta-Synthesis Method
Background and Objective: Police social capital can significantly impact the improvement and enhancement of police performance and the successful fulfillment of police missions. This is especially relevant in the Law Enforcement Command of the Islamic Republic of Iran, which has adopted a community-oriented approach as its main strategy. This article aims to systematically review the research conducted in the field of police social capital using the meta-synthesis method to provide an overview of the current state of police social capital.
Method: In terms of its objectives, this research is applied and descriptive-analytical, and in terms of nature, it is a systematic review. The meta-synthesis method was used to examine police social capital studies published between 2011 and 2023 in reputable journals approved by the Ministry of Science, with at least an A or B scientific rating. Initially, 134 studies were identified through searches, of which 53 were excluded due to deficiencies or overlap. After removing these, a total of 81 studies were selected, most of which were articles.
Findings: All articles and reports were screened using title, abstract, and full-text filters. The CASP tool was used for this screening process. The findings indicate that police social capital has been evaluated at three levels: macro, meso, and micro. Among these studies, the most frequently used term was "trust."
Conclusion: By examining the indicators and components of police social capital at the macro, meso, and micro levels, it appears that macro-level policies and strategies should aim to enhance social capital, thereby energizing the meso level. The meso level, through planning, guidance, supervision, and provision of adequate resources, equipment, and training, should work to elevate social capital at the micro level, resulting in improved individual performance. This, in turn, boosts morale and motivation, leading to greater dedication in fulfilling duties. This process enhances the efficiency, capability, and professionalism of the police, which forms the foundation of public trust. As public trust in the police increases, so does public participation, ultimately leading to the growth of police social capital.
