واکاوی منطق اقتصادی سیستم های شهری و منطقه ای از منظر تجمع و شبکه (مقاله علمی وزارت علوم)

چکیده
در سال های اخیر، مطالعات مختلف درباره منطق حاکم بر سازمان فضایی سیستم های شهری در ایران بر گذار پارادایم های اندازه-مبنا و شبکه-مبنا تأکید کرده اند. با این همه، معمولاً آن ها بیش از منطق اقتصادی سیستم های شهری، بر ویژگی های سازمان فضایی این سیستم ها تمرکز داشتند. در این راستا، مقاله حاضر سعی دارد با واکاوی و تبارشناسی صرفه های تجمع و شبکه، منطق اقتصادی رفتارهای فضایی سیستم های شهری را در تفسیر پدیده های نوین فضایی بیابد. با توجه به ترکیب تفسیری و گفتمانی، از مرور روایتی به عنوان روش پژوهش استفاده شده است. شواهد تجربی و مطالعات مروری در پایگاه داده ای «گوگل اسکالر»، «آیدیز»، «ساینس دایرکت» و «اسکوپوس» جست وجو و بر مبنای «وابستگی به موضوع»، «جدید بودن» و «تعداد استنادات»، طبقه بندی و انتخاب شدند. نتایج نشان می دهد نخست، بین شبکه و هم افزایی به عنوان یکی از ابعاد پویای صرفه-های تجمع قرابت معنایی وجود دارد؛ به طوری که دست کم مکمل یکدیگر و هر دو منبعی برای بهره گیری از صرفه های بیرونی مثبت هستند. دوم، در حالی که مفهوم صرفه های تجمع در مقیاس های فضایی مختلف، معانی متفاوتی می یابد، به نظر می رسد نتایج مطالعات مختلف در سطوح خرد صنعتی می تواند سنگ بنایی برای توضیح رفتارهای اقتصادی بازیگران در حوزه شهری و منطقه ای باشد. سوم، با توجه به تغییر مفهوم صرفه های تجمع از مفهومی تک بعدی و ایستا به مفهومی چندبعدی و پویا، پدیده های نوین فضایی را نمی توان در قالب یکی از این ابعاد تفسیر کرد؛ به این ترتیب، لازم است در برخی از مواقع برای توضیح آن ها علاوه بر منطق رقابتی، منطق شبکه و حتی گاهاً منطق قلمرویی را نیز اضافه کرد.متن
Analyzing the economic logic of urban and regional systems from the point of view of Agglomeration and network
In recent years, various studies have been conducted regarding the logic governing the spatial organization of urban systems in Iran, emphasizing the transition of size-based and network-based paradigms. However, almost all of them explain the features of its spatial organization rather than focusing on the economic logic of urban systems. In this regard, the present article seeks to explain the financial logic of the spatial behaviors of urban systems in the interpretation of modern spatial phenomena with the review and genealogy of agglomeration and network economies. Considering the interpretive and discursive combination, a narrative review was used as the research method. Empirical evidence and review studies were searched in Google Scholar, IDEAS, Science Direct, and Scopus databases and were classified and selected based on “topic relevance”, “novelty” and “number of citations”. The results show first, there is a meaningful affinity between network and synergy as one of the dynamic dimensions of agglomeration economies. So that at least they complement each other and both are a source for benefiting from positive externalities. Second, while it is stated that the concept of agglomeration economies has different meanings in different spatial scales, it seems that the results of various studies at micro-industrial levels have become a cornerstone for explaining the economic behaviors of actors in urban and regional areas. Third, due to the change of the concept of agglomeration economies from a one-dimensional and static concept to a multi-dimensional and dynamic notion, new spatial phenomena cannot be interpreted in the form of one of these dimensions. Thus, it is necessary to explain them in some cases in addition to competitive logic, network logic, and sometimes territorial logic as well.
