نقش مدیریت محلی در توانمندسازی زنان روستایی(مطالعه موردی: دهستان استرآباد جنوبی شهرستان گرگان)

چکیده
مدیریت محلی مفهومی نسبتاً جدیدی است که از ارکان اصلی حل مسائل و مشکلات روستایی به شمار می آید و کاربرد آن در حوزه ی مسائل روستایی روز به روز در حال افزایش می باشد. امروزه یکی از راهبردهای مؤثر در توسعه همه جانبه و پایدار نواحی روستایی، نقش مدیران محلی درجریان توسعه روستایی است، به طوریکه با سیاست گذاری و اجرای صحیح مدیریت و برنامه های توسعه روستایی در قالب هدایت آن ها برای استفاده از توانمندی ها، قابلیت ها و مشارکت مردمان محلی راه رسیدن به توسعه پایدار روستایی را هموار می گردد. با توجه با اینکه زنان روستایی نقش کلیدی در امور مختلف بویژه تولیدات کشاورزی، صنایع روستایی و... دارند، در جریان توسعه روستایی حائز اهمیت هستند، و توانمندسازی آنان در کانون مفاهیم جدید توسعه و تقویت راهبردهای فقر زدایی در مناطق روستایی شناخته شده است. در این راستا، مقاله حاضر سعی دارد به بررسی نقش مدیران محلی (شورای اسلامی و دهیار) در توانمند سازی زنان روستایی در دهستان استرآباد جنوبی واقع در شهرستان گرگان بپردازد. روش پژوهش حاضر بصورت توصیفی- تحلیلی است و تعداد نمونه ها با استفاده از فرمول کوکران 200 نفر بدست آمده است. سپس بعد از طراحی پرسش نامه ایی زنان روستایی دهستان استرآباد جنوبی بصورت تصادفی ساده/سیستمایتک مورد سنجش و آزمون قرار گرفتند. برای سنجش داده ها از آزمون های تحلیل همبستگی (اسپیرمن، کندال، کرامر) و مک نمار در محیط نرم افزار SPSS استفاده شده است و یافته های تحقیق حاکی از آن است که مدیران محلی با عملکردهای خود تأثیر قابل توجهی در زمینه های مختلف اعم از ایجاد فرصت های شغلی مناسب، افزایش درآمد، تقویت تعاونی ها و تشکل های زنان و همچنین توجه به مهارت های زنان روستایی در دهستان استرآباد جنوبی داشته اند.LocalManagementRolein The Empowermentof RuralWomen(Case Study:SouthernAstarābādRural District of Gorgan)
