The inefficiency of the national security system is one of the biggest threats to Ukraine's national security. The strategic planning in the field of security and defense has designed to identify the means, including the future structure of forces, that would allow the institutions of the defense and security sector to effectively deal with potential future threats. The purpose of this study is development of theoretical and practical measures to increase the effectiveness of strategic management of national security processes on the basis of goal setting, forecasting and planning in the context of informatization of society. The relevance of this study is due to the needlegal regulation and improvement of the state system of strategic planning of national security of Ukraine. To achieve the goal of the study was used special scientific methods of legal knowledge. The results of the analysis showedwhat in the basis ensuring national security must rely on the principle of systematization, which means that the security and defense sector of Ukraine is considered as a single object of forecasting and planning. This study substantiates the main directions systemic reform of the security and defense sector, which has carried out in Ukraine to ensure the protection of the constitutional order, sovereignty, territorial integrity of the state in the face of armed aggression. The priorities should be implemented through key tasks, such as the establishment of a comprehensive strategic analysis of military threats to Ukraine's national security, coordination of intelligence activities, development of joint intelligence capabilities of the defense forces in order to obtain complete and reliable warning information for timely decision-making guaranteeing the military security of the state.

The main goal of the given research is to conduct cross-cultural analysis of financial support mechanisms in Europe in order to develop practical recommendations, focused on SME recovery, for emerging markets, in particular Ukraine. The article examines the main effects of pandemic on economy, focusing on business disruption, in particular SME. The financial flows as a response on anti-pandemic prevention measures were analyzed all over the world through digital tools, namely BI, as well as differentiation of support measures. The general fall in the main macroeconomic indicators was indicated for European countries and the deep analysis of financial support mechanisms provided by states was conducted. Taking into account research results, it was revealed that complex policy mechanisms were developed mainly by advanced economies while emerging markets, in particular Ukraine, do not have the effective mechanisms aimed at eliminating negative effects of pandemic. So, on the basis of conducted analysis the practical recommendations for emerging markets, in particular Ukraine, were developed using relevant European experience

The purpose of this study is theoretical and methodological substantiation, deepening of the conceptual provisions and development of the scientific and practical recommendations on the formation of mechanisms for crime prevention in the border regions of the southern of Ukraine. The relevance of this study is due to the need to solve the problem crime by introducing precautionary measures in the border regions of the southern of Ukraine (Bondarenko et al., 2021).The study proved the direct dependence of the level and intensity of crime on the proximity of areas to areas of significant social and criminological tension, to areas of instability and armed conflict, which contributes to the militarization of the population and increasing psychological preparedness for conflict and its antisocial methods (Iatsyshyn et al., 2020). It is established that in the border regions of the south of Ukraine the growth of criminal crime for the studied period significantly exceeds the data for Ukraine. The threats to irredentism and separatism, international terrorism, organized crime of a transnational global scale are real for the southern regions of Ukraine: economic smuggling, smuggling of weapons, ammunition and means of terror, drug trafficking, unregulated migration, trafficking in human beings and their organs. Priorities for Ukraine have been set task of crime prevention: introduction of the newest technologies of protection of a law and order, attraction of scientific and industrial potential of regions, establishment of coordination and interaction between subjects of maintenance of frontier safety at all levels (frontier, national, interstate and international) and cross-border interaction with the international organizations of fight against organized crime. Based on international experience, crime prevention measures in the border regions of southern Ukraine are proposed in the following areas: general social precautionary measures; special criminological precautions;international cooperation in the development of cross-border cooperation;introduction of automated security systems and crime prevention; informational and educational activities of formationlegal culture among the population and the public
