Environmental risks and conflicts in the framework of the relations between countries and subsequently their role-playing in interaction and collaboration or conflicts and struggles between political actors especially in the level of states have reproduced serious discussions and disputes on the environment, security, and power which are interpreted as environmental geopolitics or ecopolitics by modern political geography. Geographically, the Persian Gulf is a semi-enclosed sea that has a very low capacity of self-dredging in comparison to that of high seas; hence, it retains the pollutants for longer periods of time. Some of its environmental problems arise from the various activities of the people residing along the northern and southern shores. If the situation is exacerbated by the factors such as oil and its subsequent pollutions, militarism and its subsequent destruction, desalination of seawater, and the construction of artificial islands, one can conclude that regional convergence between the countries neighboring this body of water in the process of bioregionalism would be of an essential necessity. According to the research findings, states acting in the geopolitical region of the Persian Gulf to produce power, security and to sustain them, from one hand, and to protect this shared aquatic ecosystem in the event of sustainable development, from the other hand, should mobilize all collective cooperations and operationalize the bioregionalism in regional and supranational scales.

بررسی و تحلیل تطبیقی الگوی مدیریت سیاسی شهرها در کشورهای توسعه یافته و درحال توسعه (نمونه موردی:ایران و فرانسه)

با گسترش روزافزون شهرنشینی در سال های اخیر یافتن یک مدل مناسب با استفاده از تجربیات دیگر کشورها در عرصه ی مدیریت سیاسی شهرها راهکاری برای تجربه اندوزی است. بررسی تفاوت های نوع نگاه به مسائل مدیریت شهری و مدیریت محلی که در قالب تقسیمات کشوری و سازماندهی سیاسی فضا بروز و ظهور پیدا می کند و همچنین یافتن نوع و سطح اختیارات در مدیریت سیاسی در دو کشور ایران و فرانسه به عنوان دو کشور با نظام متمرکز نشان داد که نوع نظام حاکم می تواند حداقل تاثیرگذاری را در واگذاری امور به صورت ذاتی در سطح محلی داشته باشد. و می توان با یک نگاه متمرکز اما با سازماندهی مناسب ساختار سیاسی فضایی کشور واحدهای محلی را فعال، تصمیم ساز و تصمیم گیر نمود. علاوه براین موارد این پژوهش نشان داد حوزه ی اختیارات تصمیم گیرندگان در صورتی که ذاتی باشد می تواند تاثیرگذاری مفیدی در امور محلی داشته باشد زیرا در این صورت است که باید مردم و ذینفعان نیز در تصمیم گیری ها مشارکت کنند. و در واقع مدیریت امور محلی رخ خواهد داد. در نهایت نیز مشخص شد فرآیند مدیریت سیاسی شهرها و امور محلی در فرانسه از پایین به بالا و در ایران از بالا به پایین است.

National space and existing human and natural geographical values in each country are the creating factors of tension and conflict within the milieu of that country, especially with neighboring countries that may have potential and actual effects on geopolitical relationships of that country with its neighbors. Using a 12 – trigger hypothetica model, Peter Haggett, the famous English geographer, has represented the geographic sources of tension contributing to the conflict of that country with others. Depending on a country’s geographical situation and the functionality of natural factors and human operations, these sources of tension can play a role in creating crisis at national and supranational (macro regional) scales. If proper management fails, the geographic sources of tension can not only overwhelm the country’s capabilities to reinforce general politics of the country, but also falsify the relations and ties of a political unit with other neighboring political units. Hence, the role of geographical factors and values should not be considered as neutral, null and void in international relations and in the emergence of geopolitical challenges and crises. As the most important country in the Southern Caucasia, ‘The Republic of Azerbaijan’, like any other political unit, has a series of geographic sources of tension with neighboring and other countries and this is no exception. Naturally, the geographical grounds of conflict involve in determining the level of foreign relations and policy and without doubt, recognizing these factors contribute to reducing this country’s problems and tensions in the region both intrinsically and extrinsically and particularly with its neighbors as well as with Iran. Accordingly, the current study, using descriptive-analytical method, attempts to answer this question ‘if geographic sources of international tension of the Republic of Azerbaijan fully conform to Peter Haggett’s 12 - trigger hypothetica model’. According to research findings, from among twelve triggers which Haggett called geographic sources of tension, six triggers can be obviously observed in Azerbaijan and the remaining six ceased to prove true in this country. Meanwhile there is a series of geographic factors creating tension in geopolitical relations of this country about which nothing is mentioned in Haggett’s model, the differences and conformities of geographical factors of conflict with the facts and realities of the Republic of Azerbaijan are reflected on various maps.
