چکیده
مطالعه حاضر به بررسی و تبیین جایگاه حکمروایی خوب شهری در مدیریت بازار مسکن می پردازد و ارتباط میان سیاست گذاری های موثر شهری و عملکرد بازار مسکن را مورد تجزیه و تحلیل قرار می دهد. با توجه به افزایش جمعیت شهرنشینی و تقاضای رو به رشد برای مسکن، چالش هایی در زمینه تأمین مسکن مقرون به صرفه و پایدار برای تمامی اقشار جامعه ایجاد شده است. این مقاله با استفاده از داده های کمی و کیفی نشان می دهد که چگونه حکمروایی خوب شهری می تواند به عنوان یک ابزار کلیدی در بهبود وضعیت بازار مسکن عمل کند. در این راستا، مفاهیم اصلی شفافیت، پاسخگویی، مشارکت عمومی، انصاف اجتماعی و پایداری محیطی به عنوان ارکان حکمروایی خوب شهری شناسایی شده و تأثیر آن ها بر مدیریت بازار مسکن مورد بحث قرار گرفته است. مطالعه تجربی های موردی از شهرهای مختلف جهان نشان می دهد که اتخاذ رویکردهای نوین در حکمروایی شهری می تواند به حل مسائل مرتبط با عرضه و تقاضای مسکن کمک کند و به توسعه پایدار شهری منجر شود. این مطالعه همچنین بر اهمیت همکاری بین دولت ها، بخش خصوصی، سازمان های غیرانتفاعی و جوامع محلی تاکید می کند و چگونگی اثربخشی این همکاری ها در ایجاد راه حل های خلاقانه و مقرون به صرفه برای مسائل مسکن را بررسی می کند. در نهایت، تحلیل ها حاکی از آن است که حکمروایی خوب شهری در بازار مسکن به معنای اتخاذ رویکردهای چندبعدی برای حل مشکلات پیچیده است. این شامل همکاری بین بخش های مختلف دولت، بخش خصوصی و سازمان های غیردولتی برای ایجاد راه حل های نوآورانه و پایدار است.Examining and explaining the position of good urban governance on housing market management
The present study examines and explains the place of good urban governance in housing market management and analyzes the relationship between effective urban policies and housing market performance. Due to the increase in the urbanization population and the growing demand for housing, challenges have been created in the field of providing affordable and sustainable housing for all sections of the society. Using quantitative and qualitative data, this article shows how good urban governance can act as a key tool in improving housing market conditions. In this regard, the main concepts of transparency, accountability, public participation, social fairness and environmental sustainability have been identified as the pillars of good urban governance and their impact on housing market management has been discussed. The study of case experiences from different cities of the world shows that adopting new approaches in urban governance can help solve issues related to housing supply and demand and lead to sustainable urban development. The study also emphasizes the importance of collaboration between governments, the private sector, non-profit organizations and local communities, and examines how these collaborations can be effective in creating creative and cost-effective solutions to housing issues. Finally, the analysis suggests that good urban governance in the housing market means adopting multidimensional approaches to solving complex problems. It involves collaboration between different sectors of government, the private sector and non-governmental organizations to create innovative and sustainable solutions.
