The literature show evidence that small manufacturing enterprises (SMEs) are understood as main source of technology development and employment creation. At the same time they are vulnerable to a number of restrictions such as access to finances, skilled labor and public support, while are exposed to high competition and suffer from low survival rate. This research aims to shed lights on the role that education play in the process of industrial and economic development of Iranian provinces. This research is conducted in a number of ways. First, a comprehensive literature review is conducted to gain experience from the national and international literature to identify the state-of-art research and important theories, methods and empirical results to shape the structure of this research and identify key data requirements. Second, the status of industrial infrastructure and distribution of firms by important characteristic of education is investigated. Comparison is made at the aggregate national level. Third, based on the literature findings and analysis of the industry structure, assemble a data set at the province level that is representative with good coverage of the industry sector. Also a composite Development Infrastructure Index for provinces with available ranks in mentioned component is calculated. Based on the findings, appropriate policy recommendations to improve the conditions of SMEs infrastructure and performance will purposed.

The present study aimed at realizing and developing a scale and a model of English language teachers’ pedagogical competence (ELTPC). By reviewing the related literature and adapting Thomas’s (1987) langugae teacher competence, TESOL (2010) standards of professional EFL teachers, and teaching skills and model of pedagogical competence developed by Olsson, Martensson, and Roxa (2010) resulted in a 5-point Likert scale questionnaire consisting of seven constructs, namely preparation, management, teaching, subject mastery, assessment, attitude, and belief with 87 variables. The questionnaire underwent the scrutiny of experts’ opinion and reliability estimates, which resulted in an instrument of 60 variables for the constructs. Next, the constructs were validated with 320 high school English teachers through a principal components analysis carried out via exploratory factor analysis. The result showed the constructs enjoyed high factor loadings, and with seven variables removed from the questionnaire, a 53-variable scale was developed. Finally, a model was developed based on the seven-construct questionnaire of ELTPC. The researcher hopes that English teachers and the educational system monitor, assess, and improve the quality of teaching based on the developed scale and model of ELTPC

The negative and destructive impact of climate change on the efficiency and productivity of agricultural inputs has been demonstrated in many regions of the world, particularly in arid and semi-arid areas. In this context, the adoption of innovative strategies to increase farmers' flexibility and adaptability to climate change has increased. Hence, understanding the impact of climate adaptation strategies on agricultural efficiency and yields is crucial. This study examined the effects of climate change adaptation strategies, input utilization, and external factors beyond farmers' control on technical efficiency using the Endogenous Modified Stochastic Frontier (EMSF) model. Data were collected from 265 questionnaires distributed among wheat farmers during the 2022-2023 cultivation period, using a stratified random sampling approach. The climate adaptation strategy index was formulated using the Principal Component Analysis (PCA) technique. The PCA revealed that changes in farm size (0.812), adaptation of conservation tillage (0.797), and adjustments in planting dates (0.619) were the most influential factors. Conversely, rainwater harvesting (0.219) and biofertilizer application (0.327) emerged as the adaptation strategies with the lowest factor loadings among farmers. In this study, the average technical efficiency of wheat farmers was calculated to be 82%. The model estimation results showed that labor input, chemical pesticides, chemical fertilizers, water, and machinery significantly and positively contribute to wheat production efficiency. Additionally, the implementation of climate adaptation strategies by farmers reduces technical inefficiency. Variables such as education level, farming experience, access to climate information, and access to credit also effectively reduce technical inefficiency.
