Following World War II, the United States constructed a liberal international order that grew noticeably more influential after the Cold War. Today, this order is in crisis, in a way that certain  International Relations theorists mention the emergence of a post-liberal international order. In this relation COVID-19, as the most severe global public health crisis, has created an unexpected and serious problem in the International order. Taking into account this new international order, this research focuses on the following questions: What kinds of order are possible and whether COVID-19 Can be considered as an opportunity that helps China to build international order as a hegemon? In answer to these questions, this paper uses a conceptual model to predict the future international order according to the factor of Covid-19 and the role of China in this order. According to the existing models and with respect to the most important challenges for China to achieve a hegemonic position, we will conclude that the future order of the international system will remain as security-based international order, with two actors (China and Us) and two different ideologies. 

Justice is the main Principle for macking a safe National/ International order. Because of it, author in this article identify and analyze different dimensions of Justice order. For this, author analyzed Two approaches – according Imam Khomeini's point of wieve: National order & Justice; and International order & Justice.At the first stage, this theory is baised on Adjustment of relation between Government & Citizens. In the Second Stage, is baised on Adjustment between States according Law and Power. Therefore, author shows us a new theory of International/ National Order which is baised on Adjustment – not power.

The international order is undergoing profound transformations, ushering in a transitional period marked by instability and redefined power structure. This global transition has created a power vacuum in the Middle East, where regional actors, including Iran, Turkey and Israel, are pursuing unilateral strategies to establish dominance. However, these efforts have intensified rivalries and instability, while events such as the October 7 Hamas attack on Israel, Hezbollah’s involvement in the conflict, escalating tensions in Syria, and the eventual fall of Bashar al-Assad have further exacerbated regional instability. This study explores a pivotal question: What strategy can safeguard Iran’s national interests amidst the dynamic transitions in the international and regional order? The research posits that Iran, as a pivot state, should adopt a paradigm shift to an issue-based foreign policy. This strategic shift enables Iran to move beyond a security-driven, survival-focused paradigm toward becoming a constructive middle power balancer. By prioritizing multilateral cooperation, addressing critical regional issues, and fostering diplomatic engagement, this approach enhances Iran’s ability to manage tensions, strengthen its influence, and promote stability. Ultimately, this redefined role aligns Iran’s national interests with broader regional and global frameworks, ensuring a more resilient and impactful foreign policy stance.
