چکیده
در نظام اسلامی، مسئله مشروعیت و مقبولیت محصول تعامل پاسخگویی، کارآمدی، مسئولیت و تکلیف پذیری است. فرماندهی معظم کل قوا (مدظله العالی) پاسخگویی را یک حقیقت اسلامی می داند و در این رابطه می فرمایند؛ «پاسخگویی همان مسئولیت است. همه باید پاسخگو باشند؛ پاسخگوی کار خود، پاسخگوی تصمیم خود، پاسخگوی سخنی که بر زبان آورده اند و تصمیمی که گرفته اند؛ این معنای پاسخگویی است.» با توجه به اهمیت مبحث پاسخگویی این پژوهش با هدف ارائه الگوی ستاد پاسخگو آجا مبتنی بر انتظارات معظم له انجام شد. نوع تحقیق با توجه به هدف بسط و گسترش مفاهیم در زمینه ی «پاسخگویی» و رسیدن به الگوی ستاد پاسخگو ارتش، کاربردی و توسعه ای است. ازنظر ماهیت و روش این تحقیق توصیفی تحلیلی یا ژرفانگر است که با رویکرد آمیخته انجام شد. در بعد کیفی از تحلیل محتوا، و در بعد کمی از روش معادلات ساختاری تفسیری استفاده شد. ابتدا، با استفاده از نظریه های موجود مدل مفهومی پژوهش ترسیم شد. سپس با بهره مندی از تکنیک مصاحبه ساختاریافته و روش نمونه گیری هدفمند یا قضاوتی، مدل مفهومی و اجزاء آن( ابعاد، مؤلفه ها، شاخص ها و ...) در اختیار خبرگان قرار گرفت تا دیدگاه آنان در این خصوص اخذ گردد. با توجه به چندسطحی بودن مدل، برای تأیید آن و اینکه مدل بتواند با بالاترین دقت و صحت، متغیر وابسته نهایی، را پیش بینی نماید از روش حداقل مربعات جزئی (PLS) استفاده شد. الگوی نهایی از یک متغیر اصلی، 5 بعد، 19 مؤلفه و 115 شاخص تشکیل شده است که بر اساس نتایج تحلیل عاملی، الگوی موصوف مورد تائید قرار گرفت.The accountability model of the Islamic Republic of Iran Army Headquarters based on the expectations of the Supreme Commander
In the Islamic system, the issue of legitimacy and acceptability is the product of the interaction of accountability, efficiency, responsibility and assignability. Therefore, the issue of accountability has always been expected by the Supreme Leader. In this regard, this research has been done with the aim of presenting the model of the responsible headquarters of the Islamic Republic Army based on the expectations of His Holiness. The type of research is applied and developmental. In terms of the nature and method of this research, it is descriptive, analytical or in-depth, which was done with a mixed approach. In the qualitative dimension, content analysis was used, and in the quantitative dimension, the interpretive structural equation method was used. First, using the existing theories, the conceptual model of the research was drawn. Then, with the benefit of the structured interview technique and the purposeful or judgmental sampling method, the conceptual model and its components (dimensions, components, indicators, etc.) were provided to the experts to obtain their views on this matter. Due to the multi-level nature of the model, Partial Least Squares (PLS) method was used to verify it and that the model can predict the final dependent variable with the highest accuracy and precision. The final model consists of one main variable, 5 dimensions, 19 components and 115 indicators, which was confirmed based on the results of factor analysis.
