توسعه اقتصادی - اجتماعی سواحل مکران با تاکید بر چالش های امنیتی و دفاعی (مقاله علمی وزارت علوم)

چکیده
توسعه سواحل مکران، از اهمیت اقتصادی- سیاسی قابل توجهی برخوردار است و قابلیت گسترش اقتصاد بین المللی در ایران، منطقه اوراسیا، اروپا، کشورهای ساحلی اقیانوس هند و اقیانوس آرام را داراست. این بهینه سازی شامل زیرساخت های بنادر، حمل و نقل و ارتباطات زمینی، ریلی و هوایی می شود، که تسهیل تجارت، ترانزیت و انتقال انرژی روان را برای بسیاری از نقاط جهان فراهم می سازد. هدف اصلی این مقاله بررسی عوامل موثر بر توسعه سواحل مکران با تاکید بر چالش های امنیتی و دفاعی در شرق کشور است. روش تحقیق توصیفی– تحلیلی است و جمع آوری داده ها از طریق مطالعات کتابخانه ای انجام شده است، در این مطالعه به بررسی ویژگی های جغرافیایی، اجتماعی و سیاسی سواحل مکران، ظرفیت های اقتصادی موجود، پتانسیل منطقه گرایی، عضویت و شکل دهی به سازمان های منطقه ای و تحقق منافع و ایده آل ها براساس اولویت های کشورهای مرتبط، چالش های مرزی، تهدیدات از سوی کشورهای همسایه و قدرت های بزرگ، ضرورت تقویت توان دفاعی، نظامی و امنیتی پرداخته شده است. یافته های پژوهش بیانگر الزاماتی در خصوص جذب سرمایه گذاری داخلی و خارجی، سیاستگذاری شفاف جهت بهره گیری از موقعیت خاص این سواحل با هدف ایجاد اشتغال، درآمدزایی و توسعه امنیت اجتماعی و ملی، بهره گیری از دیپلماسی فعال و تفاهم بین المللی به عنوان پلی میان کشورهای اکو؛ آسه آن و سایر کشورهای جهان برای مبادله کالا، مشارکت در طرح های کریدور شمال- جنوب، توجه به جذابیت و ظرفیت های کم نظیر گردشگری نهفته در این منطقه، و بهبود گردشگری داخلیSocio-economic development of the Mackoran coast with emphasis on security and defense challenges
The development of the Mackoran coast is of significant economic and political importance and has the potential to expand the international economy in Iran, the Eurasian region, Europe, and the coastal countries of the Indian Ocean and the Pacific Ocean. This optimization includes port infrastructure, transportation, and land, rail, and air communications, which will facilitate trade, transit, and smooth energy transfer to many parts of the world. The main objective of this article is to examine the factors affecting the development of the Mackoran coast with an emphasis on security and defense challenges in the east of the country. The research method is descriptive-analytical and data collection was carried out through library studies. In this study, the geographical, social, and political characteristics of the Mackoran coast, existing economic capacities, regionalism potential, membership and formation of regional organizations, and the realization of interests and ideals based on the priorities of related countries, border challenges, threats from neighboring countries and major powers, and the necessity of strengthening defense, military, and security capabilities have been examined. The Research findings indicate the requirements for attracting domestic and foreign investment, transparent policymaking to take advantage of the special location of these coasts with the aim of creating employment, generating income, and developing social and national security, utilizing active diplomacy and international understanding as a bridge between ECO countries, ASEAN, and other countries of the world for the exchange of goods, participating in North-South corridor projects, paying attention to the unique attractiveness and potential of tourism
