چکیده
تحقیق حاضر با امعان نظر به تآکیدات سازمان ملل متحد و تجارب دولت،کشورهای پیشرفته و در نظر گرفتن وضعیت موجود کشور تلاش دارد مطرح ترین روش های پیشگیری از بروز و ظهور تبانی در معاملات دولتی را مطرح نماید. در این مقاله به روش توصیفی تحلیلی،کتابخانه ای اقدام گردیده و نتایج کسب شده با بررسی های بین المللی کشور های مورد مطالعه تطبیق و تحلیل شد. طبق بررسی های به عمل امده مشخص شد که یکی از موثرترین راه کارهای پیشگیری از تبانی در معاملات دولتی: شفافیت،دسترسی به اطلاعات معاملات دولتی،ارتقاء جایگاه رقابت در بین شرکت کنندگان،اعمال دولت الکترونیکی،تضمین یکپارچگی معاملات و توجه به جایگاه خاص برای ناظران خارج از سازمان می باشد.به تنهایی واکنشی عمل کردن راجع به تبانی در معاملات دولتی نمی تواند موثر باشد بلکه پیشگیری از طریق نظارت بر معاملات دولتی و مشارکت نهاد های مختلف نظارتی و نیز قانون گذاری در ایین نامه معاملات از اهمیت بالایی برخوردار است.Explaining the strategies to prevent collusion in Iran's government transactions with an emphasis on optimal governance in line with regional planning and sustainable development.
The current research is trying to present the most prominent methods of preventing the occurrence and appearance of collusion in government transactions by referring to the United Nations' emphases and the experiences of the government and advanced countries and taking into account the current situation of the country. In this article, a descriptive, analytical, library method was used and the obtained results were compared and analyzed with international surveys of the studied countries. According to the investigations carried out, it was found that one of the most effective ways to prevent collusion in government transactions: transparency, access to information on government transactions, improving the position of competition among participants, implementing electronic government, ensuring the integrity of transactions and paying attention to the special position for Observers are outside the organization. Reacting alone about collusion in government transactions cannot be effective, but prevention through monitoring government transactions and the participation of various supervisory institutions, as well as legislation in this transaction letter, is of great importance.
