چکیده
خصوصی سازی خدمات عمومی حذف یا به حداقل رساندن هرگونه کنترل و دخالت دولت در برقراری مکانیزم عرضه و تقاضا و انتقال مالکیت یا کنترل بنگاه های اقتصادی از دولت به بخش خصوصی است. تحقیق حاضر، به دنبال پاسخ به این سؤالات است که مبانی و روش های خصوصی سازی خدمات عمومی در کشورهای مورد بحث کدامند؟ خصوصی سازی خدمات عمومی چه آثاری به دنبال دارد؟ روش تحقیق حاضر، مبتنی بر تحلیل محتوای متون، مطالعه و مشاهده منابع مختلف نوشتاری است و در جمع آوری معلومات از فیش برداری استفاده شده است. بنابراین، اهم یافته های تحقیق به این قرار است: نظر به تجربیات و نتایج حاصله از تحقیقات علمی خصوصی سازی خدمات عمومی در مقابله با دخالت گسترده دولت در امور اقتصادی و بوروکراسی فراگیر اداری و اجرایی و عدم کارایی خدمات رسانی دولت بدهی های سنگین خارجی به نظام های سیاسی تورم مستمر و کسری بودجه شدید دولت ها است. عرضه سهام در بازار بورس، واگذاری مدیریت بنگاه های مالی اقتصادی از دولت به بخش خصوصی و حضور دولت به عنوان شریک خاموش و بدون حق رأی، انحلال شرکت های دولتی و فروش اموال منقول و غیرمنقول آنها به بخش خصوصی از جمله روش های خصوصی سازی خدمات عمومی محسوب می شود.Privatization of public services in legal system of Iran, France and U.K.
