پژوهشی در مبانی فقهی بیانیه حضرت آیت الله العظمی خامنه ای (مد ظله العالی) در گام دوم انقلاب اسلامی با رویکرد فقه تمدنی در بخش علم و پژوهش (مقاله علمی وزارت علوم)

چکیده
بیانیه گام دوم انقلاب از عالی ترین مضامینی می باشد که مطالعه آن برای شناخت انقلاب اسلامی ضروری است. این بیانیه به گذشته چهل ساله انقلاب پرداخته، نقاط قوت و ضعف آن را تفسیر کرده و به آینده انقلاب نیز توجه نموده و گام های اساسی آن در چله دوم انقلاب را بیان کرده است. معرفی ماهیت انقلاب اسلامی و حفظ آن در ضمن طراحی گام های بعدی از مهم ترین مسئولیتی است که رهبر فرزانه انقلاب بر دوش خود احساس کرده و به انجام آن قیام نموده است. نکته قابل توجه در این بیانیه، وجود رویکرد تمدنی در توصیه های آن است. نظر به اهمیت آینده انقلاب و ضرورت بررسی این بیانیه، پژوهش حاضر می کوشد مبانی فقهی بیانیه را استخراج کرده و رویکرد تمدنی آن را آشکار سازد و بنا به اهمیت مقوله علم و پژوهش از میان توصیه های هفت گانه بیانیه، به تبیین آن بپردازد. نتایج ارزیابی در این پژوهش نشان می دهد که اولاً، رویکرد تمدنی به صورت واضح در روح بیانیه نقش ایفا نموده است؛ ثانیاً، از منظر فقه تمدنی، علم و پژوهش واجب می باشد؛ ثالثاً، وجوب علم و پژوهش از آیه شصت سوره مبارکه انفال با چهار روش اطلاق، تلازم، غرض شارع و مناسبت حکم و موضوع استنباط می شود.A Research into Fiqhi Foundations of Ayatollah Khamenei’s “Second Phase of the Revolution Statement” with a Civilizational Fiqhi Approach, with Focus on Science and Research
The “Second Phase of the Revolution Statement” is a pivotal discourse for understanding the Islamic Revolution. It analyzes the past four decades of the Revolution, identifies its strengths and weaknesses, and outlines future steps. Introducing the nature of the Islamic Revolution and preserving it while designing future steps is the most important responsibility that the prudent Leader, Ayatollah Khamenei, has felt and undertaken. A noteworthy point in this statement is the existence of a civilizational approach in its recommendations. Considering the importance of the future of the Revolution and the necessity of examining this statement, the present research seeks to extract the Fiqhi foundations of the statement, reveal its civilizational approach, and, given the importance of science and research among the seven recommendations of the statement, to explain it. The evaluation results in this research show that: firstly, the civilizational approach has played a clear role in the spirit of the statement; secondly, from the perspective of civilizational Fiqh, science and research are obligatory; thirdly, the obligation of science and research is inferred from verse 60 of Surah Anfal using four methods of Itlagh (applicability), Talazom (concomitance), the Intention of the Legislator, and the Appropriateness of Ruling to Subject Matter.
