چکیده
به کارگیری مناسب و بهینه جریان تسهیلات و اعتبار می تواند افزایش سرمایه گذاری، رونق تولید و اشتغال و در نتیجه رشد اقتصادی را به دنبال داشته باشد. علاوه بر این اعتبارات بودجه ای به عنوان سیاست مالی نقش مهمی در رشد اقتصادی دارد. هدف مقاله حاضر بررسی ارتباط بین اعتبارات بودجه ای دولت و اعتبارات بانکی بر اساس سیاست مالی و پولی بر رشد اقتصادی و توزیع درآمد استان های کشور بوده است. در این راستا اعتبارات تخصیص داده شده بر استان های مختلف بر اساس سیاست پولی و مالی مورد ارزیابی قرار گرفته است. به منظور تحلیل این رابطه از اطلاعات آماری بازه زمانی 1399-1380 و روش داده های پنلی خودرگرسیون برداری (PanelVAR) استفاده گردید. نتایج بدست آمده از تکانه وارد شده از ناحیه اعتبارات بودجه ای اثر مثبتی بر رشد اقتصادی استان های کشور داشته است. همچنین این تکانه منجر به توزیع نامناسب تر درآمد در استان های کشور شده است. اثرات سیاست پولی نیز بر متغیرهای رشد اقتصادی و توزیع درآمد مانند مخارج دولت بوده است اما شدت اثر گذاری سیاست پولی از سیاست مالی بیشتر بوده است.Relationship between budget and bank credits with the economic growth of the provinces of the country with the Panel-VAR approach

In addition, budgetary credits as financial policy plays an important role in economic growth. The purpose of this paper was to investigate the relationship between government budget credits and bank credits based on financial and monetary policy on economic growth and distribution of revenue in the country's provinces. In this regard, the credits allocated to different provinces have been evaluated based on the monetary and financial policy. To analyze this relationship, statistical information from 2000-2019 and panel autoregressive methods were used. The results of the impulse from the budget credits had a positive effect on the economic growth of the provinces. It has also led to a more inappropriate distribution of income in the country's provinces. The effects of monetary policy on economic growth variables and revenue distribution have been such as government spending, but the intensity of monetary policy has been greater than financial policy.
