چکیده
اشتغال مسئله ای اثرگذار در زندگی هر فرد است. به طور خاص اشتغال افراد معلول، به علت لزوم دسترسی آن ها به فرصت های برابر در جامعه، دستیابی به پیامدهای مثبت ناشی از اشتغال و تبعیض قائل نشدن درخصوص این قشر، همواره باید مورد توجه مسئولان قرار گیرد. هدف از تحقیق حاضر بررسی سیاست گذاری عمومی در حوزه اشتغال معلولان در ایران است. این مقاله از نظر روش، توصیفی و تحلیلی، و رویکرد آن نیز تحلیل سیستمی است. در این پژوهش، تلاش شده با استفاده از روش سیپ (CIPP) و مبتنی بر نظریه عدالت به مثابه انصاف، سازِکارهای حمایتی ایران در بحث اشتغال معلولان مورد بحث و ارزیابی قرار گیرد؛ همچنین ورودی ها، طراحی ها، اجراییات و نتایج سیاست گذاری در زمینه اشتغال معلولان بررسی شود. نتایج تحقیق بیانگر این است که در بحث اجرا، ضعف وجود دارد و به سبب بهبود وضعیت معلولان در کشور، باید سازِکار نظارتی دقیق و عنایت ویژه به بحث اجراییات وجود داشته باشد.A Public Policy Review in the Field of Employment of the Disabled in the Islamic Republic of Iran
Employment is an effective factor in each person’s life. In particular, the employment of the disabled should be specifically attended by the authorities considering their equal chance of opportunity in society, access to job, and preventing discrimination. The aim of current research is to analyze the public policy making in the field of disabled employment in Iran. The study uses descriptive-analytic approach through systemic analysis. The research tried to employ CIPP method and theory of justice as fairness, to support the possibilities of disabled employment. Also, the design, execution, and the results of the policies in the same subject are investigated. The findings indicated that there is weakness in the area of execution, and as the situation of the disabled is improving, so more supervision should be done.
