آینده پژوهی توسعه شهر هوشمند در معاونت شهرسازی و معماری شهرداری شاهین شهر

چکیده
در شاهین شهر اقداماتی در خصوص شهر الکترونیکی توسط شهرداری انجام شده است، این شهر به عنوان پایلوت شهر هوشمند در کشور تعیین شده و در جمع شهرهای هوشمند با شعار: شهروند هوشمند، شهرهوشمند و شهرداری هوشمند، حرکت می کند. ساختار خشک مدیریت شهری در شهر شاهین شهر و شناخت ناکافی از قابلیت های فناوری اطلاعات و ارتباطات باعث کندی هوشمندسازی در شاهین شهر شده است. هدف اصلی از انجام پژوهش حاضر شناسایی مهمترین شاخص های توسعه شهر هوشمند در معاونت شهرسازی و معماری شهرداری شاهین شهر بود. از این رو روش این پژوهش توصیفی- تحلیلی و پیمایشی انتخاب شد. در گام اول از پژوهش فهرستی از عوامل اولیه که توسعه شهر هوشمنددر معاونت شهرسازی و معماری شهرداری شاهین شهر نقش دارند، به عنوان متغیر های تحقیق، با بهره گیری از منابع اسنادی و پژوهش های پیشین و پرسشنامه دلفی متخصصین شناسایی شدند. در ادامه با استفاده از روش تحلیل اثرات متقابل و نرم افزار میک مک، میزان تأثیرگذاری عوامل اولیه بر روی یکدیگر در قالب پرسشنامه کارشناسان ارزیابی شد. نتایج مطالعات نشان می دهد که هفت عامل کلیدی در توسعه شهر هوشمند در معاونت شهرسازی و معماری شهرداری شاهین شهر نقش دارند. این هفت عامل شامل بهبود دسترسی به خدمات به کمک فناوری، میزان مشارکت سیاسی شهروندان، میزان رضایت از شفافیت بروکراسی، ایجاد پتلفرم شبکه ای برای همکاری همه ذی نفعان، مهیا بودن زیرساخت های نرم افزاری و سخت افزاری، استفاده از فناوری اطلاعات در جهت کاهش روند مبتنی بر کاغذ و ارائه خدمات عمومی آنلاین به شهروندان می شود.Future research of smart city development in the Deputy of Urban Planning and Architecture of Shahin Shahr Municipality
In Shahin Shahr, measures have been taken regarding the electronic city by the municipality, this city has been designated as a smart city pilot in the country and it moves among the smart cities with the slogan: smart citizen, smart city and smart municipality. The dry structure of urban management in the city of Shahin Shahr and insufficient understanding of the capabilities of information and communication technology have caused the slowness of smart building in Shahin Shahr. The main purpose of the current research was to identify the most important indicators of smart city development in Shahinshahr Municipality's Urban Development and Architecture Vice-Chancellor. Therefore, the method of this descriptive-analytical and survey research was chosen. In the first step of the research, a list of primary factors that play a role in the development of the smart city in Shahin Shahr municipality's urban planning and architecture department, were identified as research variables, using documentary sources and previous researches and experts' Delphi questionnaire. In the following, by using the mutual effects analysis method and Micmac software, the influence of primary factors on each other was evaluated in the form of experts' questionnaire. The results of the studies show that seven key factors play a role in the development of the smart city in ShahinShahr Municipality's Urban Planning and Architecture Deputy. These seven factors include the improvement of access to services with the help of technology, the level of political participation of citizens, the level of satisfaction with the transparency of bureaucracy, the creation of a network platform for the cooperation of all stakeholders, the availability of software and hardware infrastructures, the use of information technology in order to reduce The process is based on paper and providing online public services to citizens.
