حکومت اسلامی به مثابه امانت الهی

چکیده
حکومت مترادف نظام سیاسی است که به شیوه و طرز عملکرد قدرت سیاسی و اِعمال حاکمیت می پردازد و ازآنجاکه قدرت سیاسی هم به نحوه تنظیم روابط افراد با حکومت مربوط می شود، لذا طراحی الگوی مشروع و حقانی برای اِعمال قدرت سیاسی یکی از مهم ترین دغدغه های عرصه نظام سازی و اعمال حکمرانی در مرحله نظر و عمل است. بر اساس این مسئله، سؤال اصلی نوشتار آن است که ماهیت حکومت اسلامی از منظر فقهی تحت چه الگویی قرار می گیرد و چه آثاری بر آن بار می شود؟ این مقاله با روش توصیفی و تحلیل محتوا تلاش می کند تا به این پرسش پاسخ دهد. تحلیل محتوای ادله، گویای آن است که حکومت اسلامی از سنخ امانت الهی است و شرط تقوا، عدالت، امانت داری در حاکمان و نظارت بر عملکرد آنان و پاسخ گویی و مسئولیت آن ها و وجوب حفظ نظام و صیانت از آرای مردم در استقرار و استمرار حکومت اسلامی از مهم ترین آثار و اوصاف آن است.Islamic Government as a Divine Trust
By government we mean a political system that deals with how to impose rule and wield the political power and since it also refers to managing people’s relation with the government, designing a legitimate and rightful model of wielding power is one of the major concerns both in theory and practice. Based on this, the research question is what model can govern the Islamic system and what the consequences from a jurisprudential point of view could be. The research method is content analysis and tries to seek an answer to the question. It is shown that the Islamic government is a divine trust and is characterized by piety, justice, trustfulness among the rulers and their responsiveness to the people, the necessity of safeguarding the system and people’s votes if the Islamic government is to be sustained.
