چکیده
مدل سازی آینده دکترین جنگ پیشگیرانه علیه تروریسم برمبنای سیاست بوش پسر درپسا 11 سپتامبر چکیده: تروریسم پدیده ای است که جهان معاصر ما به شکل پیچیده ای گرفتار آن شده و علیرغم تلاش گسترده برای مبارزه با این پدیده، امکان حذف یا کنترل جدی آن در آینده نزدیک نمی رود. بعد از حادثه 11 سپتامبر، تیم بوش پسر و نومحافطه کاران حاکم بر کاخ سفید به طراحی استراتژی مبتنی بر «جنگ پیشگیرانه» علیه تروریسم پرداختند و این سیاست در طول دو دهه آغازین قرن جدید در کاخ سفید استمرار داشته است. در این نوشتار ما با استفاده از روش توصیفی-تحلیلی و مطالعه کتب، اسناد و اخبار مربوطه، این راهبرد مبارزه با تروریسم را مورد بررسی قرار داده ایم و به این نتیجه رسیده ایم که این استراتژی باتوجه به مختصات جنگ پیشگیرانه (نیاز به دشمن سازی، دیدگاه خاص غرب به اسلام، یکجانبه گرایی، استاندارد دوگانه و تلاش برای توسعه هژمونی آمریکایی) و آثار و نتایج آن (عدم توجه به ریشه تروریسم، رد مسئولیت کیفری اتباع آمریکایی، رخداد فجایع و مسئولیت جمعی، افزایش محدودیت های سیاسی و اجتماعی و خشونت های حکومتی) در صورتی که با سیاستهای یکجانبه گرایانه آمریکا استمرار پیدا کند، منجر به افزایش شکاف با دستاوردهای جدید حقوق بین الملل در عرصه جزایی شده و در این صورت محکوم به شکست خواهد بود.Modeling the future of the preventive war on terror doctrine based on bush September 11 policy
