Evaluating and Prioritizing Factors Affecting Road Traffic Accident Relief in Iran(مقاله پژوهشی وزارت بهداشت)

BACKGROUND: Timely delivery of emergency care and reducing the transmission time of injured people to health centers is very effective in reducing the number of deaths and injuries in accidents. The purpose of this study was to evaluate the factors affecting road traffic accident relief in Iran with an emphasis on air transport. METHODS: The present study was performed through resorting to Multiple Attribute Decision Making (MADM) statistical techniques and operation research like analytic hierarchy process (AHP) by means of establishing hierarchy process, pairwise comparisons, combining weights, analyzing sensitivity, and ranking method, which were compatible with the research methods and type of variables. The study population consisted of 3759 managers, faculty members, experts in the field of rescue, and relief, and traffic users. 349 participants were selected using Cochran sampling method. They answered a researcher-made questionnaire about the factors affecting road traffic accident relief in Iran, which validity and reliability were approved. The collected data and research hypotheses were considered through statistical test. Expert Choice software was used to facilitate the process of research. RESULTS: Human factors, equipment factors, managerial factors, and environmental conditions criteria with relative weights of 0.3810, 0.3738, 0.2149, and 0.0303, respectively, had the highest effect on human casualties in rescue operations. Assessment of sub-criteria showed that the lack of a functional structure and appropriate organization to lead rescue operations, emergency and hospital personnel with lack of enough expertise and skill, and delays in rescue and increase in the time of rescue had the first places of importance, respectively. Finally, prioritizing rescue operations based on the type of transportation indicated that air emergency, ground emergency, and Red Crescent rescue and relief, had respectively the first, second, and third places in affecting the decrease in human casualties. CONCLUSION: Lack of expertise and skills of staff, equipment failure, and lack of systematic structure in relief systems have increased damage to the injured, and by creating substructure, air rescue is a priority in reducing human casualties compared to land relief.

Role of Reducing the Vulnerability of Urban Texture in the Capacity of Relief and Rescue Operation after a Possible Earthquake in the District 5 of Isfahan, Iran(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: Despite the progress of urbanization, earthquake as one of the most important natural hazards threatens most cities in the world. Accordingly, managing and reducing the vulnerability of cities to this disaster, as well as the planned relief and rescue operation, are of particular importance. The city of Isfahan, Iran, is one of the areas which requires proper attention and planning due to its high population density and vulnerability. In this regard, this study was conducted to identify the physical texture vulnerability of the District 5 of Isfahan to earthquakes and its impact during rescue and relief operations. METHODS: To conduct the research, the indices of access to green space, building density, population density, distance from the fault, distance from relief centers, access to roads and arteries, and width of roads were selected due to their frequency in studies conducted on the vulnerability of cities and scores given by specialists. Finally, the critical areas of the region were determined by weighting each of the indices using the analytic hierarchy process method in Expert Choice software (version 11) and examining the vulnerability of the region in the Geographic Information System. FINDINGS: It was revealed that 68% of the area had a suitable density of green space, and 73% and 88% of the region had low building and population densities, respectively. Moreover, 76% of the area had good access to relief centers and the whole area had proper passages. Finally, it was found that no faults passed through this area, and the impact of adjacent faults caused this area to be in a moderate situation in terms of vulnerability. CONCLUSION: The critical areas were determined by overlaying each of the vulnerability layers of the city and applying their degree of importance. The results showed that 6% and 18% of the areas were in critical and highly vulnerable conditions, respectively. Therefore, rescue and relief operations would be performed with an acceptable capacity after such disasters as earthquakes.

Applications of the Blockchain Technology in Emergency Crisis Management and Population Rescue Processes(مقاله پژوهشی وزارت بهداشت)

INTRODUCTION: Communication and information exchange are of great importance in order to coordinate crisis management in an emergency and rescue processes. Therefore, the attainment of a strong, complete, and stable communication infrastructure will be among the vital factors for providing an appropriate response to emergencies. The use of new technologies that seem to ensure reliable communication and information exchange must be constantly evaluates. METHODS: This review study searched articles published from 2000 to 2021 in Persian and English regarding blockchain technology applications in such databases as Google Scholar, Science Direct, and PubMed using keywords, including rescue, blockchain, and crisis management. FINDINGS: Accurate and optimal presentation of information is an essential prerequisite for crisis management in response to disasters due to the significant impact of each role-maker's decisions. Innovative blockchain technology is extensively used in various fields and is usually well-known and popular for its decentralized and distributed organization and leadership. CONCLUSION: In general, blockchain technologies have shown success in reducing logistics, support, executive, and management costs in different areas. Crisis management in emergencies and disaster response can be significantly improved by the implementation of blockchain technologies. In addition, studies show that the implementation of blockchain technology in crisis management during an emergency and rescue processes is very complex and requires a great deal of cooperation from all parties. However, it will be effective in practice.

A Comparative Study of the Conditions in Helping Others with the Assumption of No Obligation and Contract(مقاله پژوهشی وزارت بهداشت)

Nowadays, human life is full of incidents that have greatly increased the risk. In a society based on altruism, morality dictates that every person who can help others should do so. This point has been descriptively and analytically accepted in the examination of the legal system of Iran and the duty to help has been accepted with all the conditions. The obligation to help is established when a person is exposed to a life-threatening danger and the helper can prevent that or the aggravation of its outcome or the injured person asks for help in an emergency and the helper understands that. In the present study, the importance of the duty to rescue was investigated regarding the legal system of other countries especially those with common law. It is necessary to amend laws in Iran to expand the scope of the duty to rescue by reducing the conditions of that considering the increase in accidents in society
