چکیده
بررسی ساست های اشتغال در تمامی جوامع و کشورها یکی از چالش های اساسی برای مدیریت و کشورداری می باشد. در تمامی دولتهای جمهوری اسلامی سیاست های اشتغال یکی از برنامه های اصلی و یکی از خواسته ها و نیازهای جدی مردم بوده است. بررسی تحولات بازار نیروی کار در سطح استانهای کشور نشان می دهد که استان سیستان و بلوچستان دارای بیشترین افزایش نرخ بیکاری در سالهای اخیر بوده است. هوش مصنوعی، ابزارها و تکنیک های آن از قبیل داده کاوی و یادگیری ماشین در عصر حاضر توانسته است در بسیاری از مسائل بشر راهگشا باشد، مسأله اشتغال نیز از این امر مستثنی نیست. از هوش مصنوعی برای جنبه های مختلف اشتغال از جمله پیش بینی میزان تقاضای کار، نرخ بیکاری، تعداد شغل های خالی، میانگین درآمد و سایر الزامات ایجاد و توسعه اشتغال در استان سیستان و بلوچستان استفاده شد. در ادامه مطالعه با بهرگیری از یادگیری ماشین با رویکرد پویایی شناسی سیستم ها در نرم افزار و نسیم برای 10 سال آینده استان شبیه سازی شد. ابزار پژوهش نرم افزار Vensim است و داده ها با روش های آماری توصیفی و استنباطی تحلیل شده اند. یافته ها نشان می دهند که نرخ بیکاری می تواند تا 15% در ده سال آینده برسد.Modeling Comprehensive Employment Policies Using Artificial Intelligence Tools and Dynamic Systems Theory
The issue employment policiesin all societies and countries is one of the basic challenges for management and statecraft. In all the governments of the Islamic Republic, the employment policies have been one of the main programs and one of the serious demands and needs of the people. Examining the developments of the labor market at the level of the country's provinces shows that Sistan and Baluchistan province had the highest increase in the unemployment rate in recent years. Artificial intelligence, its tools and techniques such as data mining and machine learning have been able to lead the way in many human issues in the present era, the issue of employment is also This is not an exception. Artificial intelligence has been used for various aspects of employment, such as predicting the amount of labor demand, unemployment rate, number of vacant jobs, average income and other requirements for the creation and development of employment in province. By results of machine learning in artificial intelligence, future scenarios were simulated according to the conditions of the province and the systems dynamics approach in software vensim for the next 10 years. The research tool is Vensim software and the data are analyzed using descriptive and inferential statistical methods. The findings show that the unemployment rate could reach 15% in the next ten years.
