اقتصاد سیاسی جنگ و صلح در غرب آسیا

چکیده
از منظر اقتصاد سیاسی، جنگ و صلح در خاورمیانه با ایده ها و منافع افراد و گروه های دخیل پیوند و ارتباط دارد. حاکم بودن وضعیت جنگ و منازعه پایدار در این منطقه با اشغال سرزمین فلسطین توسط یهودیان با حمایت دنیای غرب و تداوم توسعه طلبی ارضی رژیم صهیونیستی همراه با سرکوب و کشتار و تحمیل جنگ بر فلسطینی ها، در کنار تهاجم نظامی آمریکا به عراق و افغانستان، یک حس تهدید و تحقیر دائمی در دنیای عرب و اسلام ایجاد کرده و واکنش های زیادی را برانگیخته است. این فضای جنگ و تنش و منازعه، برقراری صلح و ثبات و دموکراسی و توسعه و حل مسائل مربوط به فقر و بیکاری و سرخوردگی و تحقیر در جوامع خاورمیانه را ناممکن ساخته و افراد و گروه ها و بخش هایی از این جوامع را به حاشیه رانده و علیه غرب برانگیخته است. استدلال اصلی مقاله حاضر این است که مدرنیته و سرمایه داری سازمان یافته براساس عقل ابزاری و روابط بازاری در بستر زمینه تاریخی خصومت و دشمنی میان دنیای اسلام و غرب، برای سلطه بر دیگریِ تاریخیِ خود یعنی مسلمانان و افزایش سود کمپانی های اسلحه سازی و رشد و رونق اقتصادی در غرب، به جنگ دامن زده و مانع برقراری صلح در منطقه می شوند. در طرف مقابل نیز، به حاشیه رانده و تحقیر شده ها و قربانیان به بنیادگرایی و سلفی گری متوسل می شوند و با رویکردی احساسی و افراطی به خشونت و رویارویی نظامی علیه غرب اقدام نموده و غرب ستیز می شوند که برای آنها حاصلی جز تشدید فقر و عقب ماندگی ندارد. یافته های پژوهش نشان می دهد که؛ علت اصلی را باید در سیاست ها و اقدامات توسعه طلبانه یک طرف جست و واکنش قربانیان تنها معلول این سیاست ها است. با این حال، واکنش فلسطینی ها و شیعیان لبنان، از جمله حماس و جهاد اسلامی و حزب الله، فراتر از سلفی گری و بنیاد گرایی است و آنها به ناگزیر به خشونت و اسحله برای دفع تجاوز و اشغال و تهاجم دائمی صهیونیست ها، که بر آنها تحمیل شده است، متوسل شده اند. در کل، در دو سوی دنیای اسلام و غرب، افراد و گروه هایی که نماینده اکثریت جوامع خود هم نیستند، با ایده ها و منافع خاصی، واقعی یا متصوره، طرفدار خشونت و جنگ هستند و مانع برقراری صلح، دموکراسی و توسعه در خاورمیانه می شوند.The Political Economy of War and Peace in the West Asia
From the perspective of political economy, war and peace in the Middle East are linked and related to the ideas and interests of the individuals and groups involved. The prevailing state of war and permanent conflict in this region, with the occupation of Palestine by the Jews with the support of the Western world and the continuation of the Zionist regime's territorial expansionism, along with the suppression, killing and imposition of war on the Palestinians and the US military invasion of Iraq and Afghanistan, has created a sense of constant threat and humiliation in the Arab and Islamic world and has provoked many reactions. This atmosphere of war, tension and conflict has made it impossible to establish peace, stability, democracy, development and solve the problems related to poverty, unemployment, frustration and humiliation in the societies of the Middle East, and has marginalized individuals, groups and parts of these societies and incited them against the West. Thus, The main argument of the present article is that modernity and capitalism organized on the basis of instrumental reason and market relations in the context of the historical background of hostility and enmity between the Islamic world and the West, in order to dominate their historical other, that is, Muslims, and to increase the profits of arms companies and economic growth and prosperity in the West, they incite war and prevent the establishment of peace in the region. On the other hand, they resort to fundamentalism and Salafism to marginalize and humiliate the victims and resort to violence and military confrontation against the West with an emotional and extreme approach and become anti-Western, which for them has no result except the intensification of poverty and backwardness. The research findings show that; the main cause should be sought in the expansionist policies and actions of one side and the reaction of the victims is only the result of these policies. However, the reaction of the Palestinians and Lebanese Shiites, including Hamas, Islamic Jihad and Hezbollah, goes beyond Salafism and fundamentalism, and they have inevitably resorted to violence and weapons to repel the constant aggression, occupation and aggression of the Zionists, which have been imposed on them. In general, in both the Islamic and Western worlds, individuals and groups who do not represent the majority of their societies, with specific ideas and interests, real or perceived, advocate violence and war, and prevent the establishment of peace, democracy and development in the Middle East.
