تحلیل اهمیت - عملکرد خط مشی های اصلاح نظام بانکی جمهوری اسلامی ایران با رویکرد بانکداری اسلامی (مقاله علمی وزارت علوم)

چکیده
در پژوهش حاضر به تحلیل خط مشی های اصلاح نظام بانکی جمهوری اسلامی پرداخته شده است. در بخش کیفی، مقالات چاپ شده از سال 2000 تا 2020 در پایگاه های معتبری داخلی و خارجی در حوزه بانکداری اسلامی مورد بررسی قرار گرفت. برای تحلیل مقالات، از رویکرد فراترکیب و روش هفت مرحله ای سندلوسکی و باروسو (2007) استفاده شد. نمونه پژوهش شامل 23 نفر از خبرگان بانکداری اسلامی بود که با روش نمونه گیری هدفمند و با تکنیک گلوله برفی انتخاب شدند. پژوهشگران از طریق مطالعات کتابخانه ای و مرور نظام مند ادبیات، خط مشی های اصلاحی نظام بانکی با رویکرد بانکداری اسلامی را استخراج کردند. در مرحله تحلیل کمّی پژوهشگران، خط مشی های اصلاحی شناسایی شده را از طریق روش تحلیل اهمیت عملکرد، تحلیل کردند. یافته های پژوهش نشان می دهد که خط مشی های اصلاحی همچون الزام تشکیل کمیته های تخصصی فرعی شورای فقهی در بانک ها، برقراری ارتباط میان عرضه پول و بخش واقعی اقتصاد، تغییر عملیات صوری عقود اسلامی به عملیات واقعی اسلامی بویژه مشارکت در سود و زیان، تدوین و تصویب پیش شرط های احراز پست مدیریتی مبتنی بر بر داشتن توانمندی، تجربه بانکداری اسلامی در کنار پرورش متخصصین فقهی بانکی از خط مشی هایی هستند که باید موردتوجه تصمیم گیران قرار بگیرد.Importance- Performance Analysis (IPA) of Policies to Reform the Banking System of the Islamic Republic of Iran based on the Islamic Banking Approach
Importance- Performance Analysis (IPA) of Policies to Reform the Banking System of the Islamic Republic of Iran based on the Islamic Banking Approach In the current research, the policies of reforming the banking system of the Islamic Republic of Iran have been analyzed. In the qualitative section, articles published from 2000 to 2020 in reliable domestic and foreign databases in the field of Islamic banking were examined. To analyze the articles, the meta analysis approach and the seven-step method of Sandlowski and Barroso (2007) were used. The research sample included 23 experts in the field of Islamic banking who were selected using purposive and snowball sampling. In data collection, the researchers extracted the banking system reform policies with the Islamic banking approach through library studies and literature review. Through library studies and systematic literature review, the researchers extracted the banking system reform policies with Islamic banking approach. In the quantitative stage, the researchers analyzed the identified reform policies through the importance-performance analysis method. The findings of the research show that reform policies such as requiring the formation of specialized sub-committees of the Jurisprudence Council in banks, establishing a connection between money supply and the real sector of the economy, changing the formal operations of Islamic contracts to real Islamic operations, especially profit and loss sharing and formulating and approving the prerequisites for obtaining a managerial position based on having the ability, experience in Islamic banking, along with the training of banking jurisprudents, is one of the policies that should be taken into consideration by decision makers.
