ارزیابی پایداری طرح توسعه دانشگاه تهران با ملاحظه معیارهای سیستم رتبه بندی LEED-ND (مقاله علمی وزارت علوم)

چکیده
بیان مسئله: مسئله پایداری در طراحی و توسعه مجموعه های دانشگاهی تبدیل به یکی از مسائل مورد توجه شده است. امروزه دانشگاه ها به دنبال طرح و برنامه هایی هستند که هم به لحاظ زیست محیطی و فیزیکی در زمره طرح های سبز باشند و هم از جهت برنامه های بلندمدت اجتماعی در راستای پایداری گام بردارند. طرح توسعه دانشگاه تهران طی سال های اخیر با تغییرات و چالش های متفاوت مواجه شده و نظرات موافق و مخالف بسیاری را در زمینه مسائل پایداری خصوصاً پایداری اجتماعی به همراه داشته است. لذا بررسی و ارزیابی پایداری این طرح از وجوه مختلف توسط یک سیستم ارزیابی پایداری متناسب با شرایط طرح و محدوده آن حائز اهمیت است.هدف پژوهش: این پژوهش به بررسی و ارزیابی مؤلفه های پایداری به ویژه پایداری اجتماعی در طرح توسعه دانشگاه تهران می پردازد.روش پژوهش: به منظور بررسی پایداری در طرح توسعه از سیستم رتبه بندی LEED-ND استفاده شد. همچنین برای بررسی مؤلفه های مختلف این سیستم رتبه بندی، اطلاعات مورد نیاز از طریق مطالعات کتابخانه ای و برداشت های محلی جمع و طی چند دوره کارگاه درس طراحی شهری و انرژی در دانشگاه تهران و سپس مجدداً توسط گروه نویسندگان با استفاده از ضوابط مشخص شده در LEED-ND امتیازدهی و ارزیابی شد. نهایتاً یافته های بخش ها و مؤلفه های مختلف کسب شده از LEED-ND مطابق با نیازها و اولویت های محدوده طرح و در مقایسه با پروژه های موفق دیگر در این زمینه مورد بحث و بررسی قرار گرفت.نتیجه گیری: طرح توسعه دانشگاه تهران در برخی مؤلفه ها همانند مؤلفه های مرتبط با مکان و دسترسی ها موفق عمل کرده و برخی مؤلفه ها همانند مؤلفه های اجتماعی و زیست محیطی را مورد بی توجهی قرار داده است. همچنین به طور کلی این طرح نتواسته است حداقل امتیاز لازم جهت دریافت گواهینامه LEED-ND را به دست آورد.A Sustainability Evaluation of the University of Tehran’s Central Campus Development Plan Based on LEED-ND Rating System Criteria
Problem statement: Sustainability in the design and development of university campuses has become a significant and prominent issue. Today, universities seek development plans that not only meet the environmental and physical standards of green projects but also align with the long-term social sustainability agenda. The development plan of the University of Tehran’s central campus has faced various changes and challenges in recent years, eliciting both supportive and critical opinions regarding sustainability issues, particularly social sustainability. Therefore, a systematic evaluation of the sustainability of this plan from multiple perspectives using a sustainability rating system appropriate to the plan’s conditions and scope is essential.Research objective: This study examines the components of sustainability, especially social sustainability, in the University of Tehran’s central campus development plan.Research method: To evaluate sustainability in this development plan, the LEED-ND rating system was applied. Additionally, necessary data for evaluating different components of this rating system was collected through library research and on-site local surveys. The data were then rated and evaluated through several urban design workshop sessions at the University of Tehran and subsequently by the authors using the specified criteria in LEED-ND. The findings from the various sections and components obtained from LEED-ND were discussed and analyzed in accordance with the needs and priorities of the project area, comparing them with other successful projects in this field.Conclusion: The University of Tehran’s central campus development plan has succeeded in certain components, such as those related to location and accessibility, while neglecting others, particularly social and environmental components. Overall, this plan has failed to achieve the minimum required points to obtain LEED-ND certification.
