چکیده
دیپلماسی عمومی شیعی جمهوری اسلامی به عنوان بخشی مهم از دیپلماسی عمومی و سیاست خارجی جمهوری اسلامی ایران دارای زمینه هایی است که بر اساس این زمینه ها، ظرفیت ها و محدودیت های میدان عملیاتی دیپلماسی عمومی شیعی جمهوری اسلامی ایران پدید آمده است. این امر، زمینه های فرهنگی و ایدئولوژیک قدرتمندی را در جهت تقویت گروه های متشکل در سایر کشورها فراهم کرده و یک موقعیت خاص استراتژیک را برای ایران پدید آورده است که به عنوان شمشیری دو لبه در ساختار سیاست خارجی جمهوری اسلامی عمل می کند که ظرفیت ها و در عین حال هزینه هایی را برای سیاست خارجی جمهوری اسلامی پدید آورده است. 3 عامل قدرت نرم جمهوری اسلامی ایران، موقعیت استراتژیک ایران و فرآیندهای تصمیم سازی در دیپلماسی عمومی جمهوری اسلامی، زمینه هایی هستند که بر اساس آنها دیپلماسی عمومی شیعی جمهوری اسلامی ایران شکل گرفته است. این زمینه ها با امتیازات و چالش هایی که پدید آورده اند کم و کیف عملیاتی کردن ابعاد مختلف دیپلماسی عمومی شیعی جمهوری اسلامی را تعیین کرده و قوت و ضعف هر یک از این ابعاد را تعیین می کنند. شناخت و بررسی این زمینه ها عاملی کلیدی در درک چیستی و چگونگی دیپلماسی عمومی شیعی جمهوری اسلامی ایران به شمار می رود که در این مقاله به شناخت و بررسی ابعاد مختلف آن پرداخته ایم.Contexts and Structure of the Formation of Shiite Public Diplomacy in the Islamic Republic of Iran
As an important part of the public diplomacy and foreign policy of the Islamic Republic of Iran, the Shiite public diplomacy of the Islamic Republic of Iran has fields that have shaped the capacities and limitations of the Shiite public diplomacy of the Islamic Republic of Iran. This has provided strong cultural and ideological grounds to strengthen organized groups in other countries and has created a special strategic position for Iran, which acts as a double-edged sword in the foreign policy structure of the Islamic Republic which has created capacities and at the same time costs for the foreign policy of the Islamic Republic. 3 factors that have shaped the Islamic Republic's Shia public diplomacy are: the soft power of the Islamic Republic of Iran, Iran's strategic position, and decision-making processes in the Islamic Republic's public diplomacy. These areas, with the privileges and challenges they have created, determine the different dimensions of the Shiite public diplomacy of the Islamic Republic and determine the strength and weakness of each of these dimensions. Recognizing and examining these fields is a key factor in understanding Shiite public diplomacy of the Islamic Republic of Iran. In this article, we have identified and investigated its various dimensions.
