چکیده
منطقه سیستان، با برخورداری از پتانسیل هایی در حوزه منابع تجدیدپذیر، فرصت هایی برای توسعه پایدار دارد. در این مقاله، اهمیت و ضرورت سیاست گذاری مناسب در حوزه مدیریت منابع تجدیدپذیر منطقه سیستان، بررسی و تبیین شده است. هدف اصلی این مقاله، ارائه راهکارها و سیاست های عملی برای اجرای مؤثر و کارآمد سیاست های مدیریت منابع تجدیدپذیر در منطقه سیستان است. پژوهش حاضر به لحاظ هدف از نوع کاربردی و از حیث ماهیت و روش توصیفی- پیمایشی است. به منظور دستیابی به اهداف، نخست با بررسی ادبیات و مبانی نظری تحقیق، پیشینه تحقیق، مشاهدات میدانی و مطالعات اکتشافی نگارنده، داده ها به دست آمد و در مرحله بعدی از تحلیل محتوا برای کدگذاری داده ها استفاده شده است. مقوله اصلی استخراج شده "ابزارهای سیاستی مدیریت منابع تجدیدپذیر در راستای توسعه پایدار منطقه سیستان" بوده است. همچنین پنج زیر مقوله اقتصادی، تنظیمی، سیاست ها و برنامه ریزی، تشویق مالی، اطلاعاتی و هنجاری نیز به دست آمده است. کدهای استخراج شده شامل شامل توسعه زیرساخت ها، تشویق سرمایه گذاری، توسعه بازار، تحقیق و توسعه فناوری آموزش و آماده سازی نیروی کار، تعیین استانداردهای فنی، ایمنی مجوزهای تولید انرژی تجدیدپذیر، توجه به محدودیت های زمینی ساخت وساز، مقررات بازار برق، قیمت گذاری، حقوق مالکیت، قوانین و مقررات، تدابیر اقتصادی، تعیین هدف ها و سیاست ها، پشتیبانی مالی، حمایت از تحقیق و توسعه، تسهیلات مالی، تخفیف های مالیاتی، پاداش ها و امتیازات مالی، تشویق سرمایه گذاری خارجی و سرمایه گذاری دولتی، ترویج و تبلیغات، پژوهش و تحقیقات، انتقال دانش و اطلاعات، ایجاد استانداردها و نظام ها، ترویج آگاهی عمومی و تحقیقات و توسعه بوده است.Investigating and explaining the implementation of renewable resources management policies in line with the sustainable development of Sistan region
Sistan region, having rich potentials in the field of renewable resources, has many opportunities for sustainable development. In this article, the importance and necessity of appropriate policy in the field renewable resource management in this region is investigated and explained. The main goal of this article is to provide practical solutions and policies for the effective and efficient implementation of renewable resources management policies in Sistan region. The current research is applied in terms purpose and descriptive-survey in terms its nature and method. In order to achieve the goals in the present study, first by reviewing the literature and theoretical foundations of the research, field observations and exploratory studies author, the data were obtained, and in the next step, content analysis was used for coding. In this study, category of renewable resources management policy tools in line with the sustainable development of Sistan region, five sub-categories of economic, regulatory, policies and planning, financial, informational and normative encouragement and the extracted codes include infrastructure development, investment encouragement, market development, Research and development of technology, education and workforce preparation, determination technical standards, safety of renewable energy production licenses, attention to land restrictions construction, electricity market regulations, pricing, property rights, laws and regulations, economic measures, setting goals and policies, financial support, support From research and development, financial facilities, tax discounts, rewards and financial privileges, encouraging foreign investment and government investment, promotion and advertising, research and research, transfer knowledge and information, creation of standards and systems, promotion of public awareness and research and development.
