چکیده
مقدمه پژوهش: کشورهای جهان که در مسیر پیشرفت هستند جهت حفظ عملکرد و توانایی های خود، توجه ویژه ای به زیرساخت ها در ابعاد ملی دارند. اهمیت این موضوع از دهه های قبل شروع شده است و به عنوان معیار پیشرفت با الگوهای مدیریتی تلفیق شده است. بنابراین توجه و حفظ عملکرد زیرساخت های حیاتی و مدیریت موثر آن ها با در نظر گرفتن منابع محدود در کشور، نیازمند الگویی جامع برای شناسایی زیرساخت ها حیاتی و اولویت بندی آن ها می باشد. هدف پژوهش: تعیین شاخص ها و سنجه های حیاتی بودن مبتنی بر ارزش ذاتی و نهادی زیرساخت هاروش پژوهش: در پژوهش حاضر، برای پاسخ به سوال پژوهش از روش تحلیل مضمون و شبکه مضامین استفاده شد. در این روش با مرور اسناد کتابخانه ای و مقالات علمی، مضامین بر جسته استخراج شد. روش اعتبارسنجی این پژوهش روایی تفسیری است و با ارائه بازخورد نتایج حاصله از تحقیق به پنج نفر از خبرگان، تأیید نهایی انجام شد. یافته ها: بر اساس یافته های تحقیق، 61 کد اولیه ایجاد شد. به دلیل کثرت کدها، موارد مشابه بر پایه قرابت مفهومی و معنایی به 10 مضمون نهایی تقلیل یافتند. سپس بر مبنای این مضامین، شاخص ها و سنجه های حیاتی بودن زیرساخت ها در قالب 9 رابطه اصلی ارائه شد.نتیجه گیری: نتایج این پژوهش نشان می دهد، مهم ترین شاخص ها برای ارزیابی زیرساخت مبتنی بر ارزش ذاتی شامل؛ مبلغ سرمایه گذاری، عدم وابستگی به دیگر کشورها در تأمین کالا و خدمات ضروری، تولید ناخالص داخلی، دسترسی عادلانه افراد به تسهیلات زندگی، دسترسی کافی به آب سالم، دسترسی جامعه به خدمات سلامت، حفظ و پایداری منابع (آب، خاک و هوا)، سودمندی زیرساخت در پشتیبانی و تولید تجهیزات نظامی است که می توان برای ارزیابی ارزشمندی زیرساخت ها مورد استفاده قرار گیرد.Methodology of theme analysis in determining metrics and indicators of criticality of urban infrastructures based on intrinsic value
Introduction of the research: The countries of the world that are on the path of progress pay special attention to infrastructures in national dimensions in order to maintain their performance and capabilities. Maintaining the performance and effective management of infrastructures with regard to limited resources requires a comprehensive model for prioritizing critical infrastructures.The purpose of the research: to determine indicators and measures of criticality based on the intrinsic value of infrastructuresResearch method: Thematic analysis method was used to answer the research question. In this method, by reviewing documents and scientific articles, prominent themes were extracted. The validation method of this research is interpretive validity. Final approval was done by presenting the results to five experts.Findings: Based on the research findings, 61 initial codes were created. Due to the large number of codes, similar items were reduced to 11 themes based on conceptual affinity. Based on these themes, vital indicators were presented in the form of 9 main relationships.Conclusion: The research results showed that the most important indicators include; The amount of investment, non-dependence on other countries in providing essential goods, gross domestic product, fair access to life facilities, sufficient access to clean water, access to health services, preservation and sustainability of resources (water, soil and air), usefulness of infrastructure in support and the production of military equipment that can be used to assess infrastructure.
